HAGGERTY~ MR. RENNOLDS) MR. RINEHART AND MR. VOGT. ABSENT: MR. MOUNT. <br /> REV. R'o H. HAILST,ALK~ PASTOR OF FREE UNION CHURCH) GAVE THE INVOCATION. <br /> THE MINUTES OF THE MEETING OF DECEMBER 18~ 1967 WERE READ AND APPROVED. <br /> <br /> SENATOR-ELECT Jo HARRY MI CHAEL~ JR. ADDRESSED THE COUNCIL AND OFFERED ANY <br /> ASSISTANCE POSSIBLE ON ANY PROBLEMS THE COUNCIL MIGHT HAVE. <br /> <br /> ON MOTION BY MR. VOGT~ SECONDED BY MR. HAGGERTY~ THE REPORT OF THE LEGISLATIVE <br /> COMMITTEE EMBODYING THE FOLLOWING RESOLUTIONS WAS UNANIMOUSLY ADOPTED: <br /> <br /> WHEREAS~ THE COUNTY OF ALBEHARLE AND THE CiTY OF CHARLOTTESVILLE DESIRE <br /> <br /> TO CONSTRUCT AND OPERATE A JOINT JAIL FOR THIS CITY AND COUNTY AS IS SET FORTH <br /> UNDER CHAPTER 7,1 oF THE CODE OF VIRGINIA BUT FIND IT ECONOMICALLY UNFEASIBLE TO <br /> OPERATE A JAIL UNDER THIS CHAPTER DUE TO THE FACT THAT THE STATE WiLL NOT PARTICIPATE <br /> IN THE COST OF SALARIES AND OTHER EXPENSES AS ~T NOW DOES UNDER CHAPTER 6 OF THE CODE) <br /> <br /> NOW, THEREFORE~ BE IT RESOLVED BY THE COUNCIL OF THE CITY OF CHARLOTTESVILLE <br /> THAT THE DEPARTMENT OF WELFARE AND INSTITUTIONS BE AND THEY ARE HEREBY RESPECTFULLY <br /> REQUESTED TO SPONSOR LEGISLATION WHICH WILL REQUIRE THE COMMONWEALTH T,O PARTICIPATE <br /> IN SALARIES AND OTHER EXPENSES FOR THE OPERATION OF REGIONAL JAILS IN CITIES AND <br /> COUNTIES AS SET FORTH IN CHAPTER 7.1 OF THE CODE OF VIRGINIA JUST AS IT NOW DOES <br /> iN CHAPTER 6 OF THE CODE. <br /> <br /> AND BE IT FURTHER RESOLVED THAT SENATOR-ELECT JAMES HARRY MI CHAEL~ JR.) <br /> <br /> AND DELEGATE C. ARMONDE PAXSON BE AND THEY ARE HEREBY REQUESTED TO ENDORSE SUCH <br /> LEGISLAT! ON. <br /> <br /> WHEREAS, EFFORTS HAVE BEEN AND ARE BEING MADE TO ELIMINATE OR RESTRICT <br /> <br /> SOME SOURCES OF REVENUE AVAILABLE TO CITIES FOR OPERATION~ AND <br /> <br /> WHEREAS~ CITIES ARE FINDING IT MORE AND MORE DIFFICULT TO RAISE A <br /> <br /> SUFFICIENT AMOUNT OF REVENUE TO FURNISH THE NECESSARY SERVICES REQUIRED BY ITS <br /> <br /> CI TI ZENS) <br /> <br /> NOW~ THEREFORE~ BE IT RESOLVED BY THE COUNCIL OF THE CITY OF CHARLOTTESVILLE <br />THAT SENATOR-ELECT JAMES H. MI CHAEL~ JR.~ AND DELEGATE C. ARMONDE PAXSON BE AND THEY <br />ARE HEREBY REQUESTED TO OPPOSE ANY LEGISLATION WHICH WILL CURTAIL) RESTRICT OR <br />ELIMINATE ANY SOURCES OF REVENUE WHICH ARE NOW AVAILABLE TO THE CITIES. <br /> <br /> WHEREAS~ S~.:CTION 15. t-493 OF THE CODE OF VIRGINIA NOW REQUIRES THE <br /> <br />PLANNING COMHISS~ON AND COUNCIL TO HOLD SEPARATE PUBLIC HEARINGS ON ANY CHANGES <br /> <br />IN THE ZONING OR SUBDIVISION ORDINANCES) AND <br /> <br /> WHEREAS~ THIS COUNCIL IS OF THE OPINkON THAT THE PUBLIC WOULD BE <br /> <br />BETTER SERVED WITH LESS iNCONVENIENCE IF THE FOREGOING SECTION WERE AMENDED <br /> <br />SO AS TO ENABLE THE COUNCIL AND PLANNING COMMISStON~ IF THEY DEEMED it ADVISABLE~ <br /> <br /> <br />
