<br />(d) Every dealer in gunpowder, blasting powder, dynamite or other high
<br />explosives shall place'on the building containing the same, over or at the side
<br />of the Front door thereof, a sign with the words "Powder for Sale" printed or
<br />painted thereon in legible characters, at least three inches in height; he shall
<br />store said powder or other explosives, including explosive cartridges, within
<br />fifteen feet of the front entrance to the building and shall notify the Chief
<br />of the Fire Department in writing that the same has been done. The Chief of the
<br />Fire Department is hereby authorized to enter any building in which -powder or
<br />other explosives may be habitually kept for sale and familiarize himself with the
<br />location of such explosives, to the end that he may be able to take the necessary
<br />steps to prevent disaster therefrom in case of a fire.
<br />(e) No person shall carry gunpowder, blasting powder, dynamite or other
<br />explosives on any vehicle in any part of the City unless the same shall be secured
<br />in kegs, boxes, or canisters, so that no part thereof can fall out or escape.
<br />(f) No person shall allow any vehicle under his charge or control, containing
<br />more than one keg or case of twenty-five pounds of gunpowder, blasting powder,
<br />dynamite or other high explosives to remain within the City limits more than two
<br />hours and no person shall permit more than the said quantity of any kind of the
<br />said article to be upon any street or sidewalk more than thirty minutes; provided;
<br />however, that said articles may, during the day, be brought from magazines or depots
<br />in such quantities as may be required to supply the trade of merchants and wholesale
<br />dealers.
<br />(g) No person, firm or corporation shall sell within the City of Charlottes-
<br />ville any dynamite or blasting powder or other high explosive except upon written
<br />permit from the Chief of Police of the City, which permit shall be issued upon
<br />application by the purchaser showing that such explosives are to be used for
<br />legitimate purposes within a reasonable time after their purchase, and the provisions
<br />of this section with respect to the keeping of all such explosives ahll in all
<br />respects apply to said purchaser; provided, however, that this sub -section shall
<br />not be construed to apply to &he purchase of shotgun, rifle and pistol ammunition
<br />at retail.
<br />Any person who shall violate any of the clauses of the foregoing section in
<br />regard to gunpowder or other explosives, or permit the same to be violated with
<br />his consent by any person in his employment or under his control, shall, upon
<br />conviction, be fined not less than $5.00 nor more than $50.00, for each offense.
<br />This ordinance shall be in force from its passage.

<br />AN ORDINANCE REPEALING SECTION 339 (a) OF THE CITY CODE OF 1932
<br />ENTITLED "RESTRICTING THE USE OF CITY WATER".
<br />BE IT ORDAINED by the Council of the City of Charlottesville that Section 339(a)
<br />of the City Code of 1932, entitled "Restricting the Use of City Water", be and the same
<br />is hereby repealed.

<br />TO PROCLAIM RULES AND REGULATIONS PERTAINING TO FOR PROTECTION
<br />FROM AIR RAIDS, AND EMERGENCY PLANS FOR THE PROTECTION OF PUBLIC PEACE,
<br />HEALTH, AND SAFETY WHENEVER A STATE OF WAR EXISTS BETWEPN THE UNITED
<br />STATES AND ANY FOREIGN COUNTRY OR NATION, AND TRIAL TESTS OF SUCH PLANS;
<br />AUTHORIZING THE APPOINTMENT OF A COORDINATOR OF VOLUNTEER EMERGENCY
<br />SERVICE; DEFINING OFFENSES, AND PRESCRIBING PENALTIES.
<br />BE IT ORDAINED by the Council of the City of Charlottesville as follows:
<br />Section 1. The Mayor is hereby authorized and directed, whenever a state of war
<br />exists between the United States and any foreign country or nation, to proclaim and publish
<br />rules and regulations, which shall have the full force and effect of law, for the conduct and
<br />cooperation of persons, firms, corporations and agencies. Such rules and regulations may
