Noes: None. <br /> <br /> The ordinance entitled "AN ORDINANCE TO AMEND AND REORDAIN SECTION <br /> 2-127 OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1976, SUCH AMENDED <br /> SECTION RELATING TO THE TERMS OF MEMBERS OF THE CHARLOTTESVILLE DEVELOPMENT <br /> GROUP" which was offered at the.meeting of July-Sth,. was approved by the <br /> follOwing vote. Noes: None. <br /> <br /> Mr. O'Connell explained that this ordinance would provide for the <br /> centralized payment of utility bills to the City Treasurer. <br /> <br /> Mr. Conover questioned the change in the time in which a bill would <br /> <br /> be considered delinquent, and Mr. O'Connell responded that the change <br /> would reflect the poli, cy presently being used which would liberalize when <br /> an account might be considered delinquent. <br /> <br /> Mrs. Gleason moved, Dr. Gunter seconded, and the ordinance entitled <br /> !'AN' ORDtNANCE'.TO AMEND AND REORDAIN SECTIONS 2-56, 2-57, 2-59, 2-63.1, <br /> 2-64, 2-65, 2-69 AND 2-71 AND TO REPEAL SECTION 2-57 OF THE CODE OF THE <br /> <br /> CITY' OF CHARLOTTESVILLE, 1976, AS AMENDED, RELATING TO THE RESPECTIVE DUTIES <br /> OF THE CITY TREASURER AND THE DIRECTOR OF FINANCE" was carried over to the <br /> next meeting. <br /> <br /> Mr. O'Connell reported that' this ordinance had been reviewed by the <br /> Planning Commission and the City Attorney's office, and that a public <br /> hearing had been held on the matter. <br /> <br /> Mr. Satyendra Huja, Director of Community Development, stated that <br /> <br /> the ordinance would create a review board for the downtown area for new <br /> structures, and the renovation of existing buildings. Mr. Huja stressed <br /> that it would enhance and protect investment in the downtown area. He <br /> further stated that the ordinance was compatible with the State Code. <br /> <br /> Mr. Cono~er~i'ndi~a~.~d his desire to include the property 1.ocated <br /> <br /> north of Market Street between 7th Street and 9th Street in the boundary. <br /> <br /> Mr. Buck stated that written notice should be sent to prooerty owners <br /> in that area. <br /> <br /> Mr. Conover moved the ordinance and Dr. Hall seconded the motion. <br /> <br /> Mr. Conover congratulated those working on the Design Control District <br /> and supported their efforts. He indicated surprise at the lack of public <br /> participation during the public hearing on the matte~ but felt it showed <br /> <br />· the public trust of government. <br /> <br /> Mr. Conover moved to amend the ordinance to include the extra property <br /> <br /> <br />
