STAFF REPORT: <br />PLANNING <br />COMMISSION: <br />84-85 CDBG <br />RECOMMENDATIONS <br /> <br />APPROPRIATION: <br />$1o,ooo <br />COMMUNITY HEATING <br />ASSISTANCE <br />PROGRAM <br /> (2nd reading) <br /> <br />APPROPRIATION: <br />AMENDING $9.5 <br />MILLION TO <br />CHARLOTTESVILLE <br />REDEVELOPMENT <br />AND HOUSING <br />AUTHORITY <br /> (2nd reading) <br /> <br />APPROPRIATION: <br />$4,100 <br />DONATION TO <br />GIRLS' ATTENTION <br />HOME <br /> <br />RESOLUTION: <br />AMENDING JOINT <br />AIRPORT <br />AGREEMENT <br /> <br />RESOLUTION: <br />APPROVING <br />LEGISLATION <br />CRBATING AIRPORT <br />AUTHORITY <br /> <br /> Dr. Gunter moved to approve the Emmet Street/Angus Road project, <br /> <br />Mrs. Gleason seconded the motion, and it was approved by the following <br />vote. Ayes: Mr. Buck, Mrs. Gleason, Dr. Gunter, Dr. Hall. Noes: Mr. <br />Conover. <br /> Mr. Satyendra Huja, Director of CommunitY Development, requested <br /> that a public hearing be held on the Community Develooment Block Grant <br /> recommendations at the first meeting in February, and indicated that <br /> he would go into detail about the recommendations at that time. <br /> The appropriation of $10,000 for the Community Heating Assistance <br /> Program which was offered at the December 19th meeting was approved by <br /> the following vote. Ayes: Mr. Buck, Mr. Conover, Mrs. Gleason, Dr. <br /> Gunter, Dr. Hall. Noes: None. <br /> <br /> The amendment to the appropriation of $9.5 million to the <br /> Charlottesville Redevelopment and Housing Authority which was offered <br /> at the meeting of December 19th was approved by the following vote. <br /> Ayes: Mr. Buck, Mrs. Gleason, Dr. Gunter, Dr. Hall. Noes: None. <br /> Abstaining: Mr. Conover. <br /> <br /> Mr. Hendrix explained that a donation had been received for the <br /> Girls' Attention Home and 'it needed to be appropriated in order to <br /> be spent. <br /> <br /> Mrs. Gleason moved the $4,100 appropriation, Dr. Gunter seconded <br /> <br /> the motion, and it was carried over to the next meeting for consideration. <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, <br /> Virginia, that the sum of $4,100.00 received as a donation from <br /> private~individuals, is hereby appropriated to exoenditure account <br /> 19-21040 to be used for renovation of the kitchen at the Girls' <br /> Attention Home; and be it further <br /> <br /> RESOLVED that the Mayor is requested to send a letter to the <br /> donors, expressing Council's gratitude for their generosity. <br /> <br /> Mr. Hendrix explained that the change would allow the County <br /> Executive and City Manager to be replaced by their prmnc~pal assistants <br /> on the Airport Board. <br /> <br /> Mrs. Gleason moved the Resolution Amending the Joint Airport <br /> Agreement, Dr. Hall seconded the motion, and it was unanimously <br /> approved by Council. <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville <br /> that the Mayor is' hereby authorized to execute on behalf of the <br /> City the following doCument, in form approved by the City Attorney: <br /> <br /> Agreement amending the governing board membership <br /> provision in the 1974 agreement with Albemarle County <br /> which established a governing board to own and operate <br /> the Charlottesville-Albemarle Airport. <br /> <br /> A copy of such document shall be kept on file with the minutes <br /> of the Council meeting at which this resolution was adopted. <br /> <br /> Ms. Sheila Haughey, Assistant City Attorney, explained the <br /> following changes to the bill after concerns were expressed at the <br /> ~Oint meeting of Council and the Albemarle County Board of Super- <br /> visors: 1) Any decision to borrow funds must be made by a unanimous <br /> vote of the Authority and 2) If any changes are made to the bill at <br /> the state level, Council and the Board of Supervisors could review <br /> them and ask that the bill be withdrawn if desired. <br /> <br /> Dr. Hall moved the resolution, Mrs. Gleason seconded the motion, <br /> and it was unanimously approved by Council. <br /> <br /> WHEREAS, in 1974, the City of Charlottesville and the County of <br /> Albemarle jointly exercised powers granted to them by Virginia Code <br /> <br /> <br />
