STAFF REPORT: PLANNING COMMISSION: 84-85 CDBG RECOMMENDATIONS APPROPRIATION: $1o,ooo COMMUNITY HEATING ASSISTANCE PROGRAM (2nd reading) APPROPRIATION: AMENDING $9.5 MILLION TO CHARLOTTESVILLE REDEVELOPMENT AND HOUSING AUTHORITY (2nd reading) APPROPRIATION: $4,100 DONATION TO GIRLS' ATTENTION HOME RESOLUTION: AMENDING JOINT AIRPORT AGREEMENT RESOLUTION: APPROVING LEGISLATION CRBATING AIRPORT AUTHORITY Dr. Gunter moved to approve the Emmet Street/Angus Road project, Mrs. Gleason seconded the motion, and it was approved by the following vote. Ayes: Mr. Buck, Mrs. Gleason, Dr. Gunter, Dr. Hall. Noes: Mr. Conover. Mr. Satyendra Huja, Director of CommunitY Development, requested that a public hearing be held on the Community Develooment Block Grant recommendations at the first meeting in February, and indicated that he would go into detail about the recommendations at that time. The appropriation of $10,000 for the Community Heating Assistance Program which was offered at the December 19th meeting was approved by the following vote. Ayes: Mr. Buck, Mr. Conover, Mrs. Gleason, Dr. Gunter, Dr. Hall. Noes: None. The amendment to the appropriation of $9.5 million to the Charlottesville Redevelopment and Housing Authority which was offered at the meeting of December 19th was approved by the following vote. Ayes: Mr. Buck, Mrs. Gleason, Dr. Gunter, Dr. Hall. Noes: None. Abstaining: Mr. Conover. Mr. Hendrix explained that a donation had been received for the Girls' Attention Home and 'it needed to be appropriated in order to be spent. Mrs. Gleason moved the $4,100 appropriation, Dr. Gunter seconded the motion, and it was carried over to the next meeting for consideration. BE IT RESOLVED by the Council of the City of Charlottesville, Virginia, that the sum of $4,100.00 received as a donation from private~individuals, is hereby appropriated to exoenditure account 19-21040 to be used for renovation of the kitchen at the Girls' Attention Home; and be it further RESOLVED that the Mayor is requested to send a letter to the donors, expressing Council's gratitude for their generosity. Mr. Hendrix explained that the change would allow the County Executive and City Manager to be replaced by their prmnc~pal assistants on the Airport Board. Mrs. Gleason moved the Resolution Amending the Joint Airport Agreement, Dr. Hall seconded the motion, and it was unanimously approved by Council. BE IT RESOLVED by the Council of the City of Charlottesville that the Mayor is' hereby authorized to execute on behalf of the City the following doCument, in form approved by the City Attorney: Agreement amending the governing board membership provision in the 1974 agreement with Albemarle County which established a governing board to own and operate the Charlottesville-Albemarle Airport. A copy of such document shall be kept on file with the minutes of the Council meeting at which this resolution was adopted. Ms. Sheila Haughey, Assistant City Attorney, explained the following changes to the bill after concerns were expressed at the ~Oint meeting of Council and the Albemarle County Board of Super- visors: 1) Any decision to borrow funds must be made by a unanimous vote of the Authority and 2) If any changes are made to the bill at the state level, Council and the Board of Supervisors could review them and ask that the bill be withdrawn if desired. Dr. Hall moved the resolution, Mrs. Gleason seconded the motion, and it was unanimously approved by Council.
