RESOLUTION: <br />APPROVING 911 <br />AGREEMENT <br /> <br />ORDINANCE: <br />REDUCING TAX <br />RATES ON <br />CERTAIN <br />CATEGORIES OF <br />BUSINESS & <br />PROFESSIONAL <br />LICENSES <br />(2nd reading) <br /> <br />ORDINANCE: <br />AMENDMENT TO <br />PERMIT TOWING <br />OF VEHICLES <br />UNLAWFULLY <br />PARKED IN <br />HANDICAPPED <br />SPACES <br /> <br />ORDINANCE: <br />AMENDING <br />RETIREMENT <br />PLAN <br /> <br />'Sections S 1-35 and 5.1~36, ~'~"~:- <br /> · and created the Charlottesville-Albemarle <br />Airportand Board to own and'operate the Charlottesville-Albemarle Airport,' <br /> <br /> WHEREAS, in recent years, airport growth and tightening local <br />budgets have strained the capacity of the Airport Board to provide <br />capital improvements necessary to meet the reasonable d'eman6s of the <br />traveling public, the need for some of those improvements, such as <br />parking, having reached near-crisis proportions; and <br /> <br /> WHEREAS, creation by the Virginia General Assembly of an airport <br />authority with the power to issue revenue bonds, which authority would <br />own and operate the Charlottesville-Albemarle Airport, would facilitate <br />the provision of needed capital improvements at said airport and wo'uld <br />be mn the best interest of the City and its residents; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED, by the Council~ of the City of <br />Charlottesville, Virginia, that: <br /> <br /> 1. Senator Thomas J. Michie, Jr. and Delegate MitChel Van Yahres <br /> be requested to sponsor the attached bill creating the Charlottesville- <br /> Albemarle Airport Authority; introduce it in the 1984 session of the <br /> General-Assembly; and seek its passage therein; and <br /> <br /> 2. Copies of this resolution and the attached draft bill be sent <br /> to Senator Michie and Delegate Van Yahres for the above purpose. <br /> <br /> Mr. Hendrix explained that the resolution would authorize the signing <br /> of an agreement with Council, University of Virginia, and Albemarle CoUnty <br /> to set up a joint dispatching center. <br /> <br /> Mr. Mfchael Carroll, Emergency Services Coordinator for the City and <br /> County, stated that it was proposed that the dispatchers be given a 10% <br /> raise because of the sensitive nature of the joB, the training involved, <br /> and the desire to create a professional position. Mr. Carroll added that <br /> the funding percentages would be re-evaluated each year. <br /> <br /> Dr. Hall moved to approve the Resolution Approving the 911 Agreement, <br /> Dr. Gunter seconded the motion, and it was unanimously approved by Council. <br /> <br /> The ordinance entitled "AN ORDINANCE TO AM. END AND REORDAIN SECTIONS <br /> 1S-113 AND 1S-114 OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1976, AS <br /> AMENDED, IN ORDER TO REDUCE THE RATE OF TAXATION ON CERTAIN CLASSIFICATIONS <br /> OF BUSINESS, PROFESSIONAL AND OCCUPATIONAL LICENSES" which was offered at <br /> the meeting of December 19, 1983 was approved by the following vote. Ayes: <br /> Mr. Buck, Mr. Conover, Mrs. Gleason, Dr. Gunter, Dr. Hall. Noes: None. <br /> <br /> Mr. Hendrix explained that a report had been submitted to Council in <br />response to concern by Dr. Gunter on alternate methods of enforcement of <br />handicapped parking spaces. Mr. Hendrix stated that towing was recommended <br />as the most effective method for dealing with the problem. <br /> <br /> Dr. Gunter moved the ordinance entitled "AN ORDINANCE TO AMEND AND <br />REORDAIN SECTION 16-43.1, AS AMENDED, OF THE CODE OF THE CITY OF <br />CHARLOTTESVILLE, 1976, TO PERMIT THE TOWING OF VEHICLES UNLAWFULLY PARKED <br />IN SPACES RESERVED FOR THE HANDICAPPBD~' Mrs. Gleason seconded the motion, <br />and it was carried over to the next meeting for consideration. <br /> <br /> Mr. Hendrix explained the following changes in the ordinance: 1) formula <br />D would be used to calculate retirement benefits, 2) cost of living raises <br />for retirees would be included, and 3) 100% supplement 'for police and fire <br />fighters would be included. In addition, Mr. Hendrix recommended that the <br />sworn officers of the Sheriff's Department be included as public safety <br />officials. <br /> <br /> Mr. David Cole, representing the Charlottesville Professional Fire- <br />fighters Association, requested that the change in the formula only be <br />applied to new employees. <br /> <br />Mr. Conover moved to amend the ordinance by only applying Formula D <br /> <br /> <br />
