MINUTES <br /> <br />PUBLIC <br /> <br />APPOINTMENTS: <br />BOARDS AND <br />COMMISSIONS <br /> <br />REQUEST: <br />LIBRARY FUND <br /> <br />APPROPRIATION: <br />$1,692,228 <br />JOB TRAINING <br />AND PARTNERSHIP <br />ACT PROGRAM <br /> <br />APPROPRATION: <br />$675,000.00 - <br />CDBG <br /> <br />RESOLUTION: <br />AUTHORIZING <br />INDUSTRIAL <br />DEVELOPMENT <br />BONDS FOR <br />VIRGINIA <br />VENTURES II, <br />INC. <br /> <br /> Dr. Ha.Il. Noes: None. Abstaining: Mrs. Gleason. Absent: Dr. Gunter <br /> Mr. BUck welcomed the new member of Council, Mr. Lindsay Barnes. <br /> On motion by Dr. Hall, seconded by Mrs. Gleason, the minutes of <br /> <br /> June llth were approved as presented, with Mr. Barnes abstaining. <br /> <br /> On motion bY Mrs. Gleason, seconded by Dr. Hail, the minutes of <br /> <br /> June 18th were approved as presented, with Mr.~ Barnes abstaining. <br /> <br /> There were no matters by the public. <br /> <br /> On motion by Mr. Barnes, Dr. Hall and Mr. Buck wre appointed to <br /> <br /> the Thomas Jefferson Planning District Commission. <br /> <br /> On motion by Dr. Hall, Mrs. Gleason was reappointed to the Charlottesville- <br /> Albemarle Jail Board. <br /> <br /> On motion by Mr. Barnes, Mrs. Gleason was reappointed'to the Social <br /> Services Advisory Board. <br /> <br /> On motion by Mrs. Gleason, Mr. Barnes and Mr. Buck were appointed to <br /> <br /> the Retirement Commission. <br /> <br /> On motion by Dr. Hall, Mr. Barnes was appointed to the Finance Committee. <br /> <br /> On motion by Mrs. Gleason, Mr. Barnes was appointed to the Highway Safety <br /> Commission. <br /> <br /> On motion by Mr. Barnes, Dr. Hall and Dr. Gunter were reappointed to <br /> <br /> the Metropolitan Planning Organization Policy Committee. <br /> <br /> On motion by Mrs'. Gleason, Captain Britt Grimm was appointed to fill <br /> <br /> an unexpired term as Council's representative oJ the Emergency Medical Services <br /> Board. This term shall expire on January 1, 1986. <br /> <br /> Mr. Hendrix stated that the Jefferson-Madison Regional Library Board <br /> <br /> of Trustees was requesting that $1,785 of the amount refunded to the City <br /> <br /> be appropriated to fund the City's share of a pay and classification study. <br /> <br /> On a question by Mr. Barnes, Mr. William Swinson, Director of the Library, <br /> stated that Albemarle, Greene and Nelson Counties had approved the request. <br /> <br /> On motion by Dry. Hall, seconded by Mrs. Gleason, the $1,78S appropriation <br />was offered and carried over to the next meeting for consideration. <br /> <br /> Mr. Hendrix stated that the City acts as the fiscal agent for the Job <br />Training and Partnership Act Program and Council must appropriate the money <br />before JTPA is able to sign contracts with agencies. <br /> <br /> On motion by Mrs. Gleason, seconded by Dr. Hall, the appropriation of <br /> $1,692,228 was carried over to the next meeting for consideration. <br /> <br /> Mr. Gary O.'.Connell, Assistant City Manager, stated that approximately <br />$12,000 of this amount is given to the City to cover administrative costs. <br /> <br /> Mr. Hendrix explained that this would appropriate the amount received <br /> <br />from the Department of Housing and Urban Development for programs previously <br />approved by Council. <br /> <br /> On a question by Mr. Barnes, Mr. Hendrix stated that.the $66,000 for <br />administrative costs was typical and also included funds for an audit. <br /> <br /> On motion by Mrs. Gleason, seconded by Dr. Hall, the CDBG appropriation <br /> <br />was offered and carried over to the next meeting for nonsideration. <br /> <br /> Mr. George Gilliam, representing Virginia Ventures II, Inc., introduced <br /> <br />Ms. Bonnie Franne of McGuire, Woods and Battle in Richmond. Ms. France <br />summarized recent changes restricting the amount of bonds allowed to be issued. <br />The limit in Charlottesville will be approximately $75 per capita, or $3,000,000 <br /> <br /> <br />
