38'8,: <br /> <br />RESOLUTION: <br />ADOPTING PLANNING <br />COMMISSION RE- <br />COMMENDATIONS FOR <br />HIGHWAY <br />PRIORITIES <br /> <br />for Charlottesville. Ms. France added that the resolution before <br /> <br />Council would be subject to this cap. <br /> <br /> On a question from Mr. Buck regarding what other localities <br /> <br />are doing to set priorities, Ms. France replied that most localities <br />h~ve taken no definite action, but that Fredericksburg had set a <br />first come, first served priority. <br /> <br /> Mr. Gilliam stated that the $1.1 million in Industrial Develop- <br /> <br />ment Bonds to Virginia Ventures would build a locally owned adjunct <br />to David C. Wilson Hospital which would provide a full service medical <br />and psychiatric facility and alternative education for adolescents with <br />psychiatric problems. Mr. Gilliam added that approximately twenty new <br />positions would be created. Mr. Gilliam requested that Council not <br />unduly delay action on the request, but understood that a few weeks <br />delay would be necessary for Council to study the issues involved since <br />the federal ruling. <br /> <br /> Mr. Hendrix stated that staff was not yet in a position to give a <br />recommendation on the matter. <br /> <br /> Mr. Wiley, City Attorney~ stated that Council may want to consider <br />holding a wOrk session with the Industrial Development Authority to <br />discuss the issue. <br /> <br /> Mr. Hendrix stated that the Planning Commission had studied all the <br />projects and a public hearing had been held. In addition to the priority <br />listing, a decision had been made by the Planning Commission to review <br />the priority listing annually. <br /> <br /> On a question by Mr. Barnes concerning the time frame for funding <br />the projects, Mr. Hendrix stated that the Mclntire Road project would <br />begin in approximately four to six years and the Free Bridge project in <br />eight to ten years. <br /> <br /> Mr. Barnes asked if the funds for the City and County for the <br />Mclntire Road Extension project would be available at the same time, but <br />staff was unable to give a definite answer. <br /> <br /> Mr. Buck questioned the Planning Commission's reasons for putting <br />the 9th and 10th Street realignment before the Mclntire Road Extension <br />project. Mr. Huja, Director of Community Development, replied that there <br />were problems with the Mclntire Road Extension that needed to be worked <br />out, and this would allow more time for review. In addition, the relo- <br />cation of the University of Virginia Hospital was cited as a reason for <br />giving 9th and 10th Street realignment a higher priority. <br /> <br /> Mrs. Gleason moved to adopt the following priority listing for <br /> highway projects and to approve a four-lane bridge over the C & O Railroad <br /> tracks on Ridge Street. The motion was seconded by Dr. Hall and approved <br /> <br />by the following vote. Ayes: Mr. Buck, Mrs. Gleason, Dr. Hall. <br />Mr. Barnes.
