PUBLIC HEARING: <br />COMMUNITY <br />DEVELOPMENT <br />BLOCK GRANT <br />FY 8S-86 <br /> <br />PRESENTATION: <br />RAPE PREVENTION <br />TASK FORCE <br /> <br /> It was agreed that Mr. Wiley and Mr. Huja would present alternatives to <br />the ordinance before the second reading. <br /> <br /> Ms. Mary Reese, Chairman of the Social Development Commission, stated that <br />the Commission recommended allocating 1S% of the CDBG funds to social service <br /> <br />programs as was now allowed. Ms. Rees-e added that the Commission did not feel <br /> <br />this would have a significant impact on the physical projects. MS. Reese <br /> <br />stated that the following proj~ects would not be recommended to receive funding <br />this year: Central Virginia Child Development Association Child Care, Workshop V, <br />Monticello Area Community Action Agency Housing Counseling, Outreach Counseling <br />Services, Inc., and home care. <br /> <br />Mr. Fran Lawrence, Chairman of the CDBG Task Force, stated that the Task <br /> <br />Force felt that the commitment to Fifeville should be completed, that attention <br />should be given to the East Belmont area and that some lead planning funds may <br />be recommended for Rose Hill. Mr. Lawrence stated that a compromise of 12% <br /> <br />funding allocation for social service programs had been reached by the Task Force. <br /> <br />Mrs. Lillie Mae Brown of the Rose Hill Neighborhood Association, requested <br /> <br />funding for drainage and sidewalk improvements in her neighborhood as well as <br /> <br />representation on the CDBG ~Task Force. <br /> <br />Mr. Huja state~d that he would report back on Mrs. Brown's requests. <br /> <br />As there were no further speakers, the public hearing was closed. <br /> <br />Ms. Barbara Burger presented a resolution endorsing the Raoe Prevention <br /> <br />Task Force and membership suggestions. Ms. Burger stated that the Task Force <br /> <br />planned to report back to Council in six months. <br /> <br />On motion by Dr. Gunter, seconded by Mr. Barnes, the resolution was <br /> <br />unanimously approved by Council. <br /> <br /> WHEREAS, reports Of sexual assault in the Charlottesville-Albemarle <br />community have occurred with alarming frequency in recent months, and many <br />women are increasingly afraid for their personal safety; and <br /> <br /> WHEREAS, we believe it appropriate for the City of Charlottesville, <br />the County of Albemarle, the University of Virginia and community organizations <br />to join together to say that such sexual assault will not be tolerated in <br />our community and that women should not have to live in fear of it; NOW, <br />THEREFORE <br /> <br /> BE IT RESOLVED'jointly by the Council of the City of Charlottesville <br />and the Board of Supervisors of the County of Albemarle that a Charlottesville- <br />Albemarle Task Force on the Prevention of Sexual-Assault should be, and is <br />hereby, appointed to pursue the following goals: <br /> <br />1. Increase community, awareness of the problem of sexual assault; and <br /> <br />Recommend: <br />a) effective coordination of resources among interested and affected <br /> agencies and groups, and <br />b) effective programs and policies for sexual assault prevention. <br /> <br /> BE IT FURTHER RESOLVED that in pursuance of its ultimate goals, the <br />Task Force shall: <br /> <br /> 1. Identify the extent and demographics of reported sexual assault <br />in the community; <br /> <br />2. Identify cur'ent community attitudes' toward sexual assault; <br /> <br /> 3. Identify and' <br />prevention locally an <br /> <br /> 4. Report on th <br />evaluation and implem <br />individuals and commu~ <br /> <br /> BE IT FURTHER REi <br />be on the sexual assa~ <br />men by women or same <br />are women victimized <br /> <br />evaluate current relevant programs and strategies for <br /> in other communitie-s; and <br /> <br /> findings and recommendations of the Task Force for <br /> ntation by governing bodies, affected agencies, <br />~ity groups. <br /> <br />{OLVED that the primary focus of the Task Force should <br />sit of women by men, as opposed to sexual assault of <br />;ex sexual assault, since the greatest number of victims <br />Dy m.en, and further that the Task Force should leave <br /> <br />the similarly serious problem of child sexual abuse to the capable authorities, <br /> <br /> <br />
