ORDINANCE: REZONING PRO'- PERTY AT S18 AND S20 10TH STREET, N.E. EROM R-3 TO B-1 ORDINANCE: AMENDING ARTICLE II, CHAPTER 10 RELATING TO REAL PROPERTY ASSESSMENTS ORDINANCE" OF PENALTIES OR INTEREST ON DELINQUENT TAXES PUBLIC OTHER BUSINESS APPROPRIATION: $3,738.90 BICYCLE SAFETY PROGRAM GRANTING EXTRA HOLIDAY BANNBR ~ POLICY Mr. Satyendra Huja', Di?~]t0w 'of'Community Development, listed the following reasons for the planning Commission's recommendation for approval of the rezoning o£ 318 and 320 10th Street, N.B..i 1) It is in harmony with the Comprehensive Plan and the Land Use Plan, 2) It would not have a significant adverse impact on the surrounding neighborhood and parking can be addressed at the site plan level, 3) It is in keeping with the .recommendations o£ the Martha Jefferson Hospital Impact Study. On motion by Dr. Hall, seconded by Dr. Gunter, the ordinance entitled '"AN ORDINANCE AMENDING AND REENACTING THE DISTRICT MAP. INCORPORATBD IN SBCTION 31-4 OF THB ZONING ORDINANCB OF THB CODE OF THE CITY OF CHARLOTTES- VILLB, 1976, BY THB RBZONING 'OF PROPERTY LOCATBD AT SiS AND 320 TBNTH STRBBT,. N.B." was offered and carried over to the next meeting £or consideration. Mr. Hendrix stated that the State Code 'had .been amended to allow for the 'abatement of'real property assessments for the portion of the year a building may become unusable due to damage. On motion by Mrs. Gleason, seconded~hy Dr. Hall, the ordinance entitled "AN ORDINANCE TO AMEND AND REORDAIN ARTILE II OF CHAPTER 10 OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1976, (AS AMENDED) TO ADD A NEW SECTION NUMBERED 10-9.1 TO PROVIDE FOR THE~ABATEMENT OF REAL PROPERTY ASSESSMENTS ON BUILDINGS WHICH ARE DAMAGED BY FORTUITOUS HAPPENINGS BEYOND THE CONTROL OF OWNERS, AND TO MAKE CERTAIN HOUSEKEEPING AMENDMENTS" was offered and carried over to the next meeting for consi~der'ation. Mr.~ Hendrix expIained that this ordinance would allow for the exoneration of penalties on personal property taxes when the taxpayer is not at fault. The ordinance entitled "AN ORDINANCE TO AMEND AND REORDAIN SECTION 10-25 OF THE CODE OF THE CITY OF'CHARLOTTESVILLE, 1976, RELATING TO EXONERATION 'OF PENALTIES OR INTEREST ON DELINQUENT TAXES" was moved by M~. Barnes, seconded by Mrs. Gleason, and carried over to the next meeting for consideration. There were no matters ~y the public. Mr. Hendrix stated-that the appropriation of $3,738.90 for the Bicycle Safety PrOgram was a reappropriation of existing funds. On motion by Dr. Halt, seconded by Mrs. Gleason, the $3,738.90 appropriation for the Bicycle Safety Program was offered and carried, over to th~ next meeting~for consideration. Mr. Hendrix requested ~hat COu.nc~.l approve closing City offices on Christmas Eve since it fell on a. Monday, adding, that State and. Albemarle County offices would be closed. Mr. Hendrix~stated-that costs of necessary overtime for essential services would be absorbed in the d~partment budgets On motion by Dr. Gunter, seconded by Mrs. Gleason, Monday, December 24th was unanimously granted as a holiday for City offices for~ 1984 only. Mrs..Gleason request'ed, and it wa~ the consensus of Council., that the policy for banner hanging be.amended to read that no banner may be in ~lace on Market. or Water Street one'he day of the Dogwood Festival parade. On motion by Dr. Gunter, seconded by Dr. Hall, Council unanimously voted to meet in executive session to discuss legal matters as exempted by {ection 2.1-344(a')(6) of the Virginia Freedom of Information Act.
