ORDINANCE: <br />REZONING PRO'- <br />PERTY AT S18 <br />AND S20 10TH <br />STREET, N.E. <br />EROM R-3 TO <br />B-1 <br /> <br />ORDINANCE: <br />AMENDING <br />ARTICLE II, <br />CHAPTER 10 <br />RELATING TO <br />REAL PROPERTY <br />ASSESSMENTS <br /> <br />ORDINANCE" <br />OF PENALTIES <br />OR INTEREST <br />ON DELINQUENT <br />TAXES <br /> <br />PUBLIC <br /> <br />OTHER BUSINESS <br /> <br />APPROPRIATION: <br />$3,738.90 <br />BICYCLE SAFETY <br />PROGRAM <br /> <br />GRANTING <br />EXTRA HOLIDAY <br /> <br />BANNBR ~ POLICY <br /> <br /> Mr. Satyendra Huja', Di?~]t0w 'of'Community Development, listed the <br /> following reasons for the planning Commission's recommendation for <br /> approval of the rezoning o£ 318 and 320 10th Street, N.B..i 1) It is <br /> in harmony with the Comprehensive Plan and the Land Use Plan, 2) It <br /> would not have a significant adverse impact on the surrounding neighborhood <br /> and parking can be addressed at the site plan level, 3) It is in keeping <br /> with the .recommendations o£ the Martha Jefferson Hospital Impact Study. <br /> <br /> On motion by Dr. Hall, seconded by Dr. Gunter, the ordinance entitled <br /> '"AN ORDINANCE AMENDING AND REENACTING THE DISTRICT MAP. INCORPORATBD IN <br /> SBCTION 31-4 OF THB ZONING ORDINANCB OF THB CODE OF THE CITY OF CHARLOTTES- <br /> VILLB, 1976, BY THB RBZONING 'OF PROPERTY LOCATBD AT SiS AND 320 TBNTH <br /> STRBBT,. N.B." was offered and carried over to the next meeting £or <br /> consideration. <br /> <br /> Mr. Hendrix stated that the State Code 'had .been amended to allow for <br /> <br /> the 'abatement of'real property assessments for the portion of the year a <br /> building may become unusable due to damage. <br /> <br /> On motion by Mrs. Gleason, seconded~hy Dr. Hall, the ordinance entitled <br /> "AN ORDINANCE TO AMEND AND REORDAIN ARTILE II OF CHAPTER 10 OF THE CODE OF <br /> THE CITY OF CHARLOTTESVILLE, 1976, (AS AMENDED) TO ADD A NEW SECTION <br /> NUMBERED 10-9.1 TO PROVIDE FOR THE~ABATEMENT OF REAL PROPERTY ASSESSMENTS <br /> ON BUILDINGS WHICH ARE DAMAGED BY FORTUITOUS HAPPENINGS BEYOND THE CONTROL <br /> OF OWNERS, AND TO MAKE CERTAIN HOUSEKEEPING AMENDMENTS" was offered and <br /> carried over to the next meeting for consi~der'ation. <br /> <br /> Mr.~ Hendrix expIained that this ordinance would allow for the exoneration <br /> of penalties on personal property taxes when the taxpayer is not at fault. <br /> <br /> The ordinance entitled "AN ORDINANCE TO AMEND AND REORDAIN SECTION <br /> <br /> 10-25 OF THE CODE OF THE CITY OF'CHARLOTTESVILLE, 1976, RELATING TO <br /> EXONERATION 'OF PENALTIES OR INTEREST ON DELINQUENT TAXES" was moved by <br /> <br />M~. Barnes, seconded by Mrs. Gleason, and carried over to the next meeting <br />for consideration. <br /> <br /> There were no matters ~y the public. <br /> <br /> Mr. Hendrix stated-that the appropriation of $3,738.90 for the Bicycle <br /> Safety PrOgram was a reappropriation of existing funds. <br /> <br /> On motion by Dr. Halt, seconded by Mrs. Gleason, the $3,738.90 <br />appropriation for the Bicycle Safety Program was offered and carried, over <br />to th~ next meeting~for consideration. <br /> <br /> Mr. Hendrix requested ~hat COu.nc~.l approve closing City offices on <br />Christmas Eve since it fell on a. Monday, adding, that State and. Albemarle <br />County offices would be closed. Mr. Hendrix~stated-that costs of <br />necessary overtime for essential services would be absorbed in the <br />d~partment budgets <br /> <br /> On motion by Dr. Gunter, seconded by Mrs. Gleason, Monday, December <br /> <br />24th was unanimously granted as a holiday for City offices for~ 1984 only. <br /> <br /> Mrs..Gleason request'ed, and it wa~ the consensus of Council., that <br /> <br />the policy for banner hanging be.amended to read that no banner may be <br /> <br />in ~lace on Market. or Water Street one'he day of the Dogwood Festival parade. <br /> <br /> On motion by Dr. Gunter, seconded by Dr. Hall, Council unanimously <br /> <br />voted to meet in executive session to discuss legal matters as exempted <br /> <br />by {ection 2.1-344(a')(6) of the Virginia Freedom of Information Act. <br /> <br /> <br />
