seconded the motion to a~i it was u~animously approved. <br /> On motion by Dr. Gunter, seconded by Dr. Hall, the resolution urging <br />a continuation of general revenue.Sharing, as amended, was unanimously <br />approved by Council. <br /> <br />WHEREAS~ charlottesville., Virginia depends on various sources of <br />federal funding t0 support both its general governmental operations and <br />many special programs;, and <br /> <br /> WHEREAS, this City Council is well aware of the urgent need to reduce <br /> the Federal deficit, and agrees that those federal programs of benefit to <br /> Charlottesville should share eqUitably in the burden of deficit reduction, <br /> along with programs in all other sectors of the federal government; and <br /> <br /> WHEREAS, General Revenue Sharing, which provides Charlottesville With <br />over $1 million annually, is the most indispensable of all the federal <br />programs from which we benefit because it supports the general government <br />operations of this City, such as police and fire services; and <br /> <br /> WHEREAS, elimination of General Revenue Sharing may force reduction <br />in these critical public services, burdensome increases in already high <br />tax rates, or the delay of needed capital expenditures to maintain and <br />repair the City's infrastructure or a combination of these undesirable <br />measures; and ' <br /> <br /> WHEREAS, Charlottesville, While not operating at a deficit, has <br />maintained only enough cash surplus in its general fund to provide <br />necessarvtherefor~,Working capital and a minimal reserve for emergencies,- now, <br /> <br />TO CONSIDER <br />VACATION OF A <br />PORTION OF AN <br />ALLEY PARALLEL <br />TO WAYSIDE <br />PLACE <br /> <br /> BE IT RESOLVED by .the Council of the City of Charlottesville, Virginia <br />that we urgently request the Congress of the United States; as it proceeds <br />with the difficult task of reducing the federal deficit, to understand <br />that General Refenue Sharing is a top budget priority of the City of <br />Charlottesville~ and that its reasonable continuation is of critical <br />present importance to their financial health.
