ORDINANCE: <br />VACATING AND <br />DISCONTINUING <br />PLAT OF <br />SEMINOLE SQUARE <br />(2nd reading) <br /> <br />ORDINANCE: <br />ANNUAL <br />APPROPRIATION <br />ORDINANCE <br /> <br />ORDINANCE: <br />ANNUAL TAX <br />LEVY <br /> <br />PUBLIC <br /> <br />OTHER BUSINESS <br /> <br /> SO1 <br /> <br /> On motion by Dr,. Gunter; ~6'~hde'd. by Mrs. G!eason, Council unanimously <br /> authorized .the extention of the sidewalk on Rugby Road to the existing. <br /> sidewalk. <br /> <br /> Mr. Fred Landesg, who had requested the plat vacation, stated that <br /> <br /> there was agreement with .all parties and no opposition to the vacation. <br /> <br /> The ordinance entitled "AN ORDINANCE VACATING AND DISCONTINUING A <br /> <br /> SUBDIVISION PLAT OF SEMINOLE SQUARE" which was offered at the March 18th <br /> meeting, was approved by the following vote. Ayes: Mr. BarnEs, Mr. Buck, <br /> Mrs. Gleason, Dr. Gunter, Dr. Hall. Noes: None. <br /> <br /> Mr. Barnes stated his opposition to the following, but added that he <br /> <br /> would not vote against the budget: 1) The estabIishment of the Assistant <br /> City Attorney position. Mr. Barnes recommended that Council wait a year <br /> before deciding on the necessity of this position in light of the time <br /> required on the Radisson Hotel. 2) The creation .of two positions in <br /> <br /> Public Works and the Assistant City Manager Position. Mr. Barnes recommended <br /> that a decision be' made between one or the other and that a .study on the <br /> necessity of the other position be done. <br /> <br /> Dr. Gunter stated that she hoped consideration would be given to having <br /> management of the Child Care Scholarships done by CVCDA in order to prevent <br /> fragmentation and duplication of agencies and their roles. <br /> <br /> Mr. Buck suggested that staff work with CVCDA and United Way on this <br /> <br /> issue. <br /> <br /> Dr. Hall stated that he had some reservations about the new oositions <br /> <br /> and felt it was important to have the support of the taxpayers. Dr. Hall <br /> <br /> added that he hoped capabIe people are hired and are weli utilized. <br /> <br /> 'Mrs. Gleason stated that she felt it was an excellent budget and that <br /> <br /> she felt the City was fortunate to have the resources available to fund the <br /> <br /> various social programs. <br /> <br /> Mr. Buck complemented staff for preparing the budget and working with <br /> <br /> ~he various agencies and boards. Mr. Buck added that he felt there was a <br /> <br />need for the additional positions and that their creation was well justified. <br /> <br /> On motion by Mrs. Gleas0n, second.ed by Dr.. Gunter, the ordinance <br /> <br />entitled "A RESOLU%ION ADOPTING THE BUDGET FOR THE CITY OF CHARLOTTESVILLE <br />FOR THE FISCAL YEAR BEGINNING JULY 1, 1985 AND ENDING JUNE 30, 1986 AND <br />PROVIDING FOR THE ANNUAL APPROPRIATION OF FUNDS FOR SUCH FISCAL YEAR" was <br />offered and carried over to the next meeting for consideration. <br /> <br /> Mr. Hendrix stated that all tax rates remained the same as the previous <br /> <br />year. <br /> <br /> On motion by D~. Gunter, seconded by Dr. Hall, the ordinance entitled <br /> <br />"AN ORDINANCE TO ESTABLISH THE ANNUAL TAX LEVY ON VARIOUS CLASSES OF PROPERTY <br />FOR THE PAYMENT OF INTEREST AND RETIREMENT OF THE CITY DEBT, FOR THE SUPPORT <br />OF THE CITY GOVERNMENT AND CITY .SCHOOLS, AND FOR OTHER PUBLIC PURPOSES" was <br /> <br />offered and carried over to the next mee.ting for consideration.. <br /> There were no matters by the .public. <br /> <br /> Mr. Hendrix summarized the items contained in the Miscellaneous <br /> <br />Appropriations: 1) Capital Projects: voting machines, 'office improvements <br /> <br />in Finance Department, Fire Station hearing and air conditioning system, <br /> <br />2) School bus purchases, 3) Fleet Maintenance improvement loan, and 4) Fire <br /> <br /> <br />
