78 <br /> <br />Consideration re: <br />Appropriation - <br />$3,5.00 - COnsultants <br /> <br />Presentation re: <br />Housing Opportunity <br />Plan <br /> <br /> On motion by Mrs. O'Brien, seconded by Mr. Buck the following <br />resolution was offered and carried over to the next meeting for <br />consideration. <br /> BE IT RESOLVED by the Council of the City of Charlottes- <br />ville, that the sum of $3,500 is hereby appropriated from the <br />unappropriated balance of the General Fund, to expenditure ancount <br />01-92400 for the employment of Hardwicke Associates, Inc. as <br />special consultants to examine and advise upon the problem of ~oof <br />defects at the Smith and Crow recreation centers. <br /> Mrs. Jane Saunier representing the Thomas Jefferson Planning <br />District Commission addressed the Council to request Council's <br />participation in an Area Wide Housing Opportunity Plan. She stated <br />that the purpose ~of the plan is essentially to increase the <br />opportunity for housing for iow and moderate income individuals <br />and encourage greater geographical choice by those families in the <br />region who by virtue of their income don't have avery wide <br />choice. She stated that the plan itself is very much .like a housing <br />assistance plan in that they are the same kinds of needs assessment, <br />the same analysis of the.number of families who are in need of housing <br />assistance by virtue of the fact that their income is 80% of the <br />median income or less and they are presently living in such substandard <br />housing or are paying more than 25% of their income in rent. Ail <br />the localities in the region have heen analyzed and there is a need <br />for about 11,000 families who need housing assistance in all the <br />localities of the region. The second major component of the housing <br />assistance plan is an allocation formula, each localities present of <br />need was compared to the localities population, the expected <br />population growth, the anticiapted employment in each locality, the <br />physical ability of the locality to accommodate assisted housing and <br />other factors spelled oun by the guidelines from the Department of <br />Housing and Urban Development. She stated they developed what the <br />commission considers a fair share formula for the distribution of <br />housing assistance funds which will be guaranteed to the region if <br />we have an Area Wide Housing Opportunity Plan that is adopted by <br />HUD. She stated that the goals for assisted housing are percentage <br />goals by household type and housing type which have been set for <br />each jurisdiction for a three year period. Goals include estimates <br />of housing assistance funds from all potentially available sources <br />including HUD, Farmer's Home Administration, the Virginia Housing <br />Development Corporation and local or public sources. She stated <br />that goals are generally consistant with similar goals in each <br />locality's housing assistance plan. She stated that the commission <br />needs a letter from the Council agreeing to participate. She <br />stated that the Council does not have to adopted this plan~ but <br />simply agree to let the City Manager indicate that the Council <br />approves of the goals and objectives of the Housing Opportunity <br />Plan and that they will in the future bring the City's Housing <br />Assistance Plan to be generally in conformance with the regional <br /> <br />plan. <br /> <br /> <br />
