Ayes:
Mr. Brunton, Mr. Buck, Mr. Gate~ood and Mrs. O'Brien. Noes: None.
Absent: Mr. Albro.
The appropriation for FOCUS which was offered at the last
meeting was again discussed.
Mr. Buck stated that since the last meeting he had talked
with several people and had reCeived some correspondence and he
feels the. issue of duplication of services is not a problem
since the services being provided by FOCUS are different. Another
area of concern was whether or not administrative services of
other agencies could be utilized especially family services, but
upon investigation he found that agency was not in a position to
undertake~any more responsibility. He stated he would like to
amend the resolution to condition the appropriation on a
similar pro rata share by the County Board of Supervisors and
that it be prostrated on an annual basis which would reduce the
appropriation to 5/6 of $8,035.
Mr. Gatewood stated he would like to salute the volunteers
who spend so' much time in this program, but he does not see why
this particular program should be financed bT the tax payers
of the City and in his opinion its the kind of program that should
seek support from private sources.

Mrs. 0'.Brien seconded the amendments to the original
appropriation andstated that in this particular instance for
a rather small investment we get back an immense amount of
service to the community in the form of. counseling. She stated
that given the quality of people invol=ed in the group she
expects them to be self supporting and she does not expect this
to be an on going supported program by the City.
The resolution appropriating $8,035 for FOCUS, which was
offered at the meeting of the Council on August 20, 1979, was
defeatedby the following recorded vote. Ayes: Mr. Buck and
Mrs. O'Brien. Noes: Mr. Brunton and Mr. Gatewood. Absent:

Mr. Albro.
