Consideration re: <br />Appropriation - $32,000 <br />Highway Improvement <br />Projects <br /> <br /> The City Manager~ ,,~reported that since the staff did not know <br /> the amount to inclUd~ the capital fund for highway projects <br /> based on the amount the Highway Department would allocate to various <br /> projects no specific funds were earmarked for the various high- <br /> way projects, which are now being work on, He stated that when <br /> the capital fund was analyaized last spring it was indicated that <br /> would be an on going expense over the next several years. He stated <br /> that we are now,beginning to get some small bills from the Highway <br /> Department as the City's share of cost to date and there are no <br /> appropriated funds from which to pay those bills and he is <br /> suggesting that the amounts listed in the appropriation resolution <br /> for the four projects is the amount that will be expended during <br /> the fiscal year for those projects, <br /> <br /> Mr. Buck asker if the appropriation for some of these projects <br /> amounts to a commitment by the Council or the City for any of <br /> these projects in terms of a particular design. <br /> <br /> The City Manager replied that the Council is not committed to <br /> any design until it approves the design by the Highway Department. <br /> He stated that any,money spent by the Highway Department and the <br /> City abandons the project then the State Highway Department must <br /> be reimbursed for all expenses to date. <br /> <br /> Mr. Buck stated that seems to be contrary to what Mr. Wagner <br /> from the Highway Department said the last time he made a presentation. <br /> <br /> The City Manager.stated that he thought it was standard <br /> <br /> Highway Department policy and the agreement or resolution in which <br /> the Council passed on each of these projects says that if the <br /> project is abandoned at any point the City will reimburse the <br /> Highway Department for its cost. <br /> <br /> OT - <br /> Mrs. Brzen remarked that on Ridge-McIntire it was her <br /> <br />understanding that the State Highway Department would not do <br />anything until we receive the transcripts that have been requested <br />and until the Council meets with the Highway Department and decides <br />what is wanted and~until that time the Highway Department were <br />not to proceed with any designs, <br /> <br /> The City Manager remarked that the Highway Department is <br /> <br />doing some survey work that must be done before the Council can <br />begin to think about the design and that cost some money. He <br />stated Mr. 'Wagner was here last week and the status of the <br />various projects was discussed and he explained that the Council <br />would hold a series of work sessions this fall and then a public <br />hearing with regards to design of this road and that by the first <br />of the year the Council would be~able to indicate to the Highway <br />Department what is desired and they are very much aware of Council~'~s <br />concern and it is only when you abandon a particular project that <br />you must pay back what ever money has been spent. <br /> <br />107 <br /> <br /> <br />
