108 <br /> <br /> Mrs. O'Brien asked that~ if the Council were to say that <br /> <br />the Council wanted to have not what was originally talked about <br />and the Highway Department were to in their best judgement decide <br />that was what was needed they would then consider that abandonment <br />of the project, because we were trying to get them to build <br />something that they considered inadequate for the problem. <br /> The City Manager responded that if the Council insisted on <br /> <br />a road that the State. HighWay Department considered inadequate, <br />then he 'thinks the Highway Department would say that they were <br />not willing to participate in such a project and he could not <br />say whether the Highway Department would say the project is <br />abandoned~or whether there would be some negotiation of how the <br /> cost to date would be broken down, He stated that the Highway <br /> Department is not in his opinion, is not going to be willing <br /> to design and build a facility which they can show by adequate <br /> traffic studies to be grossly inadequate from the very beginning. <br /> Mrs. O'Brien remarked that the crux of the matter is whether <br /> we can reach anagreement with the Highway Department on what <br /> is an adequate solution to the problem and that may or may not <br /> <br />be possible. <br /> <br /> Mr. Buck remarked that it is apparent that proceeding <br /> <br />involves some risk, but we do have to proceed. <br /> On motion byrMr, Gatewood~ seconded by Mr. Buck the following <br />resolution was offered and carried over to the next meeting for <br /> <br />consideration. <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia., that the sums hereinafter set forth <br />are hereby appropriated from the unappropriated balance of the <br />Capital Projects Fund to the' respective expenditure accounts <br />listed to pay for .the Cz y-s share of the costs of the indicated <br />street and highway improvement projects to be performed by the <br />Virginia.Department of Highways and Transportation, during <br />fiscal year 1979-80: <br /> <br />PROJECT ACCOUNT CODE AMOUNT <br /> <br />1. Various intersection <br /> improvements and~ traffic <br /> signals 05-00901 <br /> <br />$15,500.00 <br /> <br />2. Ridge Street <br /> Improvements <br /> <br />Hydraulic Road <br />Improvements <br /> <br />05-00902 6,000.00 <br /> <br />05-00903 3,000.00 <br /> <br />COnsideration re: <br />Appropriation $2,966.25 <br />Landscaping - Preston <br />Ave. & Jackson Park <br /> <br />4. McIntire Road <br /> Extension <br /> <br />05-00904 7,500.00 <br /> <br />On motion by Mrs. O'Brien, seconded~by Mr. Buck the following <br /> <br />resolution was offered and carried over to the next meeting for <br /> <br />consideration. <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville <br />Virginia, that the sum of $2,966.25 is hereby appropriated <br />from the unappropriated balance of the General Fund to expenditure <br />account 01-520.10-5299 for the planting of tulip bulbs along <br />Preston Avenue and infJackson Park; provided that such <br />appropriation is subject to the receipt by the General Fund of an <br />equivalent amount from a private donor. <br /> <br /> <br />
