WHEREAS, this Council deems it appropriate to adopt <br />a summary statement of such standards for access for handicapped <br />persons, as an aid to such agencies in enforcing the mandatory <br />provisions of the Virginia Uniform Statewide Building Code, and <br />an encouragement to voluntary conformity with these standards <br />in those instances where they are not legally required; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City <br />of Charlottesville, that the "Standards for Access for Handicapped" <br />prepared by the Department of Community Development and dated <br />September 25, 1979 are hereby adopted as an expression of the <br />policy of the City with regard to such access, and be it further <br /> <br /> RESOLVED that such Standards shall be utilized as a <br />summary and guide by the Department of Community Development, the <br />City Planning Commission and the Inspections Division of the <br />Public Works in enforcing the requirements of the Uniform State- <br />wide Buidling Code for places of public accommodation, and in <br />encouraging voluntary compliance with such standards in other <br />locations; and be it further <br /> <br /> RESOLVED that a copy of such "Standards" shall be <br />spread in the minutes of the meeting at which this resolution <br />ms adopted. <br /> <br />145 <br /> <br />STANDARDS FOR ACCESS FOR HANDICAPPED <br /> <br />Goal: <br /> <br />To make all services and facilities accessible to the <br />handicapped. <br /> <br />1. Bathroom~- These should be located on or near the main floor. <br /> <br />A. Toliet rooms: At least one (1) toliet room and one (1) <br /> fixture within such room shall be accessible to and <br /> usable by physically handicapped persons. A toliet room <br /> shall have a clear space beyond the room door swing <br /> of not less than sixty (60) inches by sixty (60) inches. <br /> <br />B. Water closet stall: The clear width between the face of <br /> a water closet stall and a wall shall be not leSs than <br /> fortM-eight (48) inches. A water closet stall shall be <br /> not less than forty-two (42) inches wide, seventy-two <br /> (72) inches deep, and have an out-swinging door at least <br /> thirty-two (32) inches wide or an opening at least <br /> thirty-two (32) inches wide. Handrails shall be provided <br /> on both sides of the water closet that are not less than <br /> forty-two (42) inches long and mounted thirty-three <br /> (33) inches above and parallel to the floor, with the <br /> front end positioned twenty-four (24) inches in front of <br /> the water closet. Handrails for children shall be <br /> twenty-eight (28) inches above the floor. <br /> <br />C o <br /> <br /> Water closet: A water closet shall have a seat seventeen <br />(17) inches from the floor, (fifteen (15) inches for <br />children), and have a narrow understructure that recedes <br />sharply from the fronn. The trap shall not extend in <br />front of, or be flushed with, the lip of the bowl. Where <br />only one (1) water closet is required in~.the~faci!ity, <br />a standard height model may be used. <br /> <br />D. Urinal: Toliet rooms for men shall have a wall mounted <br /> urinal with the opening of the basin nineteen (19) inches <br /> from the floor, or shall have floor-mounted urinals that <br /> are level with the main floor of the toliet room. <br /> <br />2. DriNking Fountain <br /> <br />Where a drinking fountain is required, five (5) percent or <br />less than one (1) drinking fountain or other water <br />dispensing means shall be accessible to and usable by <br />physically handicapped persons. A floor type, wall-mounted, <br />or semi-recessed (fully-recessed not acceptable) drinking <br />fountain or caoler shall have a spout and hand control near <br />the front of the unit with the basin located not more than <br />th±~ty (30) inches above the floor, and shall also be <br />operated by means of a foot pedal. <br /> <br />3. Electrical Switches, Controls and Fire Alarms <br /> <br />Light switches, controls, fire alarms, etc., shall be located <br />not more than four (4) feet above the floor. <br /> <br />4. Telephones <br /> <br />Where a public or pay phone is installed, five (5) percent <br />or not less than one (1) telephone shall be accessible to, <br />and usable by, physically handicapped persons. Such <br />telephones shall have the dial, coin slot, and handset <br />not more than fifty-four (54) inches above the floor. <br /> <br /> <br />
