Consideration re: <br />Appropriation ~- <br />$100,956 - Storm <br />Drainage Project in <br />Belmont <br /> <br />Staff Report: Final <br />Tax Car Incident Report <br /> <br />17! <br /> <br /> to $419,456, but funds that ~re available for the project are- <br /> in the amoUnt'6'f~'~$3%8,500. He stated that $100,956 additional <br /> would be needed in order to do the project as designed. He <br /> recommended that an appropriation be made for $100,956 from the <br /> Capital Projects Fund. <br /> <br /> On motion by Mr. Albro, seconded by Mrs. O'Brien the following <br /> resolution was offered and carried over to the next meeting for <br /> consideration. <br /> <br /> BE IT RESOLVED by the Council of the City of <br /> Charlottesville, Virginia, that the sum of $100,956.00 is <br /> hereby transferred from the unappropriated balance of the <br /> Capital Projects Fund to the Co~nunity Development Block Grants <br /> Fund and appropriated to Expenditure Account 14-31560 to be <br /> expended in conjunction with federal funds already appropriated <br /> to such account for the construction of storm drainage ~nprove- <br /> ments in the Belmont neighborhood between Bolling Avenue and <br /> Quarry Road. <br /> <br /> The City Manager presented a final rep~rt on the_Tank <br /> <br /> Car Incident of August 4, 1979. He stated that a critique of <br /> the incident was held in September and attended by representatives <br /> of all involved City Departments. Discussion at the critique <br /> centered on three areas: the warning procedures umed to notify <br /> agencies and individuals of emergencies; the time interval <br /> between arrival of the tank car in the City and the decision to <br /> move it; and decision to evacuate-.~..the Garrett Square Complex. <br /> He stated that the warning procedure has been changed and <br /> improved upon, also to see that the hospitals are notified since <br /> there was some concern over whether they were notified at the <br /> proper time. The staff feels that a proper amount of time was <br /> taken between the arrival of the car.in the City, and removal, <br /> to make the decision and there was no real problem in the way the <br /> various agencies carried out their responsibilities. The <br /> decision to evacuate the Garrett Square Complex appears to be <br /> a good one, but it was a matter of judgement. He stated that <br /> included in the report is the amount of out of pocket expenses <br /> to the City in the amount of $3,~45.85. <br /> <br /> Mr. Buck asked if the staff, in cooperation with the Public <br />Health Department or the University, could look into what it <br />would take to investigate the long term effects of inhaling <br />this gas and if FMC might provide funds to such a study. <br /> <br /> Mr. Wiley stated that he did not think the City has been <br />involved with any medical examinations or studies involving <br />the Garrett Square residents, but we have made arrangements for <br />the firefighters who were exposed to this chemical to be examine~ <br />at the University to determine if they will have any lasting <br />affect from this exposure. <br /> <br /> Mr. Buck stated he commended the City for this action, but <br /> <br />he would like to expand this in discussions with the University <br /> <br />and the Public Health Department as to whether that should be <br /> <br /> <br />
