%72 <br /> <br />Appropriation re: <br />$15,000 - JAUNT <br /> <br />expanded to include the residents of Garrett Square. Mr. <br /> <br />Buck stated he would like a report on this matter. <br /> <br /> The City Manager advised the Council that the resolution <br /> <br />which was offered at the last meeting as an appropriation to <br />JAUNT for their scrutiny and they have indicated that they can <br />not comply with the terms of this resolution as a result of some <br />of the regulations to Which they must adhere in order to get ~. <br />Section 18 funds. <br /> <br /> Mr. Rick Seaman stated that JAUNT has two immediate concerns, <br /> first the use of the term "special purpose" transit services <br /> in the first paragraph of the draft resolution appears to <br /> jeopardize JAUNT's eligibility for Section 18 funding, second <br /> due to existing contractu~al obligations between JAUNT and <br /> Albemarle County the entire second paragraph of the draft <br /> resolution is unacceptable to JAUNT. He stated JAUNT wishes <br /> very much not to be in competition with the Ci-ty in terms of <br /> those people who can utilize the present transit or any other <br /> public transportation system. They would like the resolution to <br /> say that JAUNT can only provide special purpose transit services <br /> within the City of Charlottesville, but this seems to be a <br /> potential problem of what Section 1~ funding would constitute. <br /> <br /> Mrs. O'Brien stated she felt it was unfortunate for JAUNT <br /> <br /> that they '~re caught in the middle, but there are indications <br /> that Albemarle County has, for reasons of its own, decided that <br /> they would prefer to go someother route, rather tha~ try to <br /> cooperate with the City. She suggested that the only way to <br /> resolve that particular issue is for the Mayor to meet with <br /> <br /> Mr. Fisher and try to resolve the issue. She stated that piece <br /> meal decisions are being made putting together competing <br /> systems with no real coordination. If we could get an agree- <br /> ment from the CoUnty that within six months they would be willins <br /> to sit down and work out an agreement to coordinate the City/ <br /> County Transportation Services and then see how JAUNT would fit <br /> into that idea. <br /> <br /> Mr. Albro asked if the resolution could inclUde language <br /> <br /> to the effect that JAUNT within the City l£mits would consider <br /> as its first priority addressing the needs of the social service <br /> agencies as it was originally designed to do for those persons <br /> in the community who for one reason or the other find it impossible <br /> or inconvenient to use other transportation systems. <br /> <br /> Mr. Seaman answered that he felt the kind of language Mr. <br /> Albro proposed would be acceptable since that is JAUNT's primary <br /> function, since they are there to serve the public who can't <br /> be served ~ny other way. <br /> <br /> Mr. Buck suggested that the resolution be amended without <br /> <br /> the limitations and prohibitions if it is going to prevent them <br /> from getting funding, then take out those prohibitions now and <br /> <br /> <br />
