Approval of minutes <br /> <br />Consideration re: <br />Appropriation - <br />$5,000 for <br />hearing impaired <br />students <br /> <br />Public Hearing re: <br />Cable Television <br />Franchise <br /> <br /> The minutes of the meeting of January 22, 1980 were approved <br /> as presented. <br /> <br /> The City Attorney reviewed with the Council the action <br /> brought in Federal Court by the parents of Aaron Farley seeking <br /> the Federal Court's order to require the City Council to fund and <br /> the City School System to implement a program of education for <br /> their son, which would have included a full-time cued speech <br /> interpreter to be assigned to him at all times during the school <br /> day. He stated that after a lengthy discussion by the parties <br /> involved a tenative agree~e <br /> to Council and the School B <br /> agreement calls for the hir <br /> aide in the hearing impaire <br /> which would free the hearin <br /> with each of the children for more intensive instruction. He <br /> stated the compromise is asking the City to fund a measure which <br /> would benefit all of the children in the program and would non be <br /> geared solely to the needs of one child, He stated the School <br /> Board has non formally adopted this plan as yet, although the <br /> Superintendent and the Chairman of the School Board are aware of <br /> what was discussed and seem to feel that this would be acceptable <br /> to the school System. He stated that if the Council is incline <br /> to agree to this compromise proposal he requested that he be <br /> authorized to endorse a consent order which would state that the <br /> Council agrees to appropriate the necessary funds for this program <br /> for the balance of this school year which would be in the amount <br /> of $5,000. <br /> <br /> A motion by Mr. Albro, seconded by Mr. Gatewood that the <br /> <br />City Attorney be authorized to endorse the consent order, was <br />unanimously adopted. <br /> <br /> Mr. Albro stated he thought this was ~ good compromise of <br /> <br /> the issue and he was pleased that both sides were able to come <br /> to an understanding and commended the City Attorney for his work <br /> in this proceeding, <br /> <br /> On motion by Mr. Albro, seconded by Mr. Gatewood the following <br />resolution was offered and carried over to the next meeting for <br />consideration. <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia, that the sum of $5,000 is hereby <br />appropriated from the unappropriated balance of the General <br />Fund to expenditure account 01-61010-5406 for use by the <br />city school system in providing services to hearing impaired <br />students. <br /> <br /> A public hearing was held on this date on an ordinance which <br />would grant a five year franchise to Multi-Channel TV Cable <br />Company for cablevision service in the City. <br /> <br /> The City Manager explained that the franchise provides for <br /> <br />a term of five years, provides for the technical quality of signals <br />to be received, requires certain insurance provisions, provides for <br />complaint procedure and contains a number of technical aspects with <br />regards to the kind of wire and the various programs that would be <br />available under the franchise.
