On motion by Mr. Albro, <br /> seconded by Mrs. 0'Brien, an ordinance entitled "AN ORDINANCE <br /> TO AMEND AND REORDAIN SECTION 27=7.1 OF THE CODE OF THE CITY <br /> OF CHARLOTTESVILLE, 1976, AS AMENDED RELATING TO FARES CHARGED <br /> BY THE CITY TRANSIT SYSTEM" was offered and carried over for <br /> consideration at the next meeting. <br /> <br /> On motion byMrs. O'Brien, seconded by Mr. Buck, an <br /> <br /> · "'AN <br /> ordinance entitled ORDINANCE TO AMEND AND REORDAIN SECTIONS <br /> 10-40, 30-11 AND 30-13 OF THE CODE OF THE CITY OF CHARLOTTESVILLE, <br /> 1976, AS AMENDED, RELATING TO ELIGIBILITY REQUIREMENTS FOR TAX <br /> AND RENTAL RELIEF PROGRAMS FOR THE ELDERLY AND DISABLED" was <br /> offered and carried over for consideration at the next.meeting~. <br /> This ordinance changes the maximum allowable income from $7,500 <br /> per year to $10,000 per year and retains $20,000 as the maximum <br /> permissable net worth. Mrs. 0'Brien asked Mr. Wiley if these <br /> figures were the maximum allowed by State law; he replied that <br /> the income limit of $10,000 is the maximum but the net <br /> worth figure could .be increased. <br /> <br /> Mr. Roger Wiley, City Attorney, presented some proposed <br /> changes in the minimum housing standards ordinance that are <br /> intended to streamline procedures and clarify definitions in <br /> the present ordinance. These changes are proposed: to allow <br /> the sheriff to serve notices of viOlations in cases where mail <br /> is refused; to shorten the presently burdensome and expensive <br /> publication requirements; to clarify the responsibilities of <br /> property owners in ~matters of maintenance and close loopholes <br /> presently utilized by some landlords; to require electrical <br /> outlets 12 feet apart, handrails on stairways and porches <br /> (interior and exterior), maintaining paint on property to <br /> preserve the integrity of the structure, the prohibition of <br /> lead-based paints; and to treat cases of excessive trash <br /> and debris as the City presently deals with excessive weeds by <br /> attaching the cost of clean-up to the tax bill when the <br /> property owner refuses to comply with clean-up requests.
