<br />Mrs. O'Brien felt it would be
<br />
<br />fairer to the applicant to begin the process again and give the
<br />
<br />ordinance a fresh start with the new Council. Mr. Buck stated
<br />
<br />that he was convinced by this argument and made a motion to defeat
<br />
<br />the ordinance, which was seconded by Mrs. O'Brien. This motion
<br />
<br />carried by the following vote. Ayes: Mrs. O'Brien, Mr. Buck, Mr.
<br />
<br />Brunton. No; Mr, Albro. Abstaining: Mr. Gatewood.

<br />By common consent, Council adopted the following resolution

<br />presented by Mr. Buck and Mr. Albro:
<br />
<br /> WHEREAS you have served the City of Charlottesville as a member
<br />of City Council from July 1, 1976, through June 30, 1980; and
<br />
<br /> WHEREAS you have also served such City as Mayor from July 1,
<br />1976, through June 30, 1987; and
<br />
<br /> WHEREAS, during such time, you have carried out your duties
<br />with honor, dedication and a sincere effort to serve the interests
<br />of the City and its people; now, therefore, be it
<br />
<br /> RESOLVED by the Council of the City of Charlottesville that
<br />we, your fellow councilors, on behalf of all the citizens of this
<br />City, do hereby express to you, Nancy K.O'Brien, our deepest
<br />appreciation for the Countless efforts and sacrifices which you
<br />have made for the proper governance of this City and in pursuit of
<br />a better, life for its people.
