Appointment re: <br />School Board <br /> <br />Appointment re: <br />Audit Committee <br /> <br /> City Attorney, stated that he thought the alley in question was <br /> a dedicated but unaccepted street, giving access to several houses <br /> in the neighborhood, and suggested that Council might want to put <br /> the alley on the list of streets to be upgraded and accepted into <br /> the City street system. Some question was raised about whether the <br /> alley was actually private property or City property. Mayor Buck <br /> requested the staff to investigate this matter and report back to <br /> Council at its next-meeting, <br /> <br /> Ms. Barbara Isaacs of the Board of Trustees of the Jefferson- <br /> Madison Regional Library requested that Council approve a resolution <br /> to enable the Library to receive and use State funds already <br /> budgeted for the 1980-81 fiscal year. On motion by Mr. Albro, <br /> seconded by Mr. Conover, Council unanimously approved the resolution <br /> and authorized the Mayor to sign it. <br /> <br /> Mr. Joseph J. Murray of 415 Mctntire Road voiced some objections <br /> to the wording of the weed ordinance in the City Code as it compares <br /> to the State Code. He also appeared to ha~e a complaint about <br /> excessive poison ivy growth in his neighborhood. Mayor BUck thanked <br /> Mr. Murray for bringing it to the attention of Council and promised <br /> to get back to him after looking into the matter. <br /> <br /> Dr. William Harris~ representing the NAACP, addressed Council <br />with a NAACP request for the appointment of a citizens committee to <br />study the proposal to institute a ward system in Charlottesville <br />and/or increase the number of Council members as a method to <br />maximize citizen involvement and representation on Council. Mr. <br />Conover requested that Dr. Harris furnish Council with whatever <br />information or materials might be available concerning these <br />changes in other cities, which Dr. Harris agreed to do. Council <br />agreed to study the matter of appointing such a committee, with <br />Mr. Albro pointing out that such a proposal may be premature due <br />to census data not having been received as of yet. <br /> <br /> Mr. Sherman White of 607 Beechwood Drive spoke in support of <br /> <br /> the NAACP proposal to form the citizen committee and urged Council <br /> <br /> to consider the idea. <br /> <br /> Due to the recent resignation of Joyce Carter from the School <br />Board, Council considered this appointment. Dr. Hall nominated <br /> <br />Ms. Alicia B. Lugo, a former School Board member. Mr. Albro requested <br />that Council hold off on the appointment to allow other citizens <br />to apply for the position. Mr. Conover stated that because all <br />three new Council members had been present at the recent interviews <br />for School Board appointees and because that advertising was <br />extensive and resulted in numerous applicants for the vacancies, <br />he did not feel it necessary to again advertise the position so <br />soon after that process had been completed. Ms. Gleason and Mayor <br />Buck supported Mr. Conover's position. Ms. Lugo was appointed by <br />~he following vote. Ayes: Mr, Buck, Mr. Conover, Ms. Gleason, Dr. <br />Hall.
