On motion by Mr. Albro, seconded by Mr. <br />Conover, the minutes of August 12 were unanimously approved as <br />presented, <br /> Mr. Curtis Kenny of 242 Hartman's Mill Road and Mrs. <br />Madeline Manley of 776 Ridge Street complained about the construction <br />on Hartman's Mill Road and certain improvements the City has not <br />made, Mayor Buck promised that the staff would look into these <br />complainta, <br /> <br /> Mrs. Phoebe Sellers of 320 5th Street, SW, requested a <br /> <br /> traffic light he placed at the intersection of Cherry Avenue and 5th <br /> Street, SW, saying it was dangerous, especially for school children, <br /> at that corner. Mayor Buck asked the staff to investigate the n <br /> traffic situation at this corner and report bagk to Council. <br /> Mr. Robert Harriso of. 1014 Druid Avenue complained of a water <br /> problem on Druid Avenue, Mayor Buck asked Mr. Hendrix to report back <br /> on this problem. <br /> <br /> On motion by Mr. Conover, Mrs. Virginia Schatz was unanimously <br /> appointed to be the Planning Commission's representative to the <br /> Architectural Review Board. <br /> <br /> On motion by Ms. Gleason, Mrs. Robert P. Carter was unanimously <br /> appointed to be the Planning Commission's representative to the <br /> Historic Landmarks Commission. <br /> <br /> On nomination by Dr. Hall, Ms. Charlene Gill was unanimously <br /> appointed to the Social Services Advisory Board. <br /> <br /> On nomination by Mr. Conover, Ms. Cookie Peatross, Mr. James <br /> Gill and Ms. Selah Rainey were appointed unanimously to the <br /> Community Attention Home Advisory Board. <br /> <br /> On nomination by Mr. Albro, Mr. Sidney Rush was unanimously <br /> appointed to the Industrial Development Authority. <br /> <br /> Mayor Buck invited public comment on the proposed utility <br /> <br /> rate increases. Ms. Nancy Kern of the Legal Aid Society offered <br /> changes in the proposal by the City Finance Department. She <br /> suggested (1) renegotiation with the University o~er its contract; <br /> (2) that the City not charge water customers for water losses due <br /> to street cleaning, fire'fighting and hydrant flushing; (3) rene- <br /> gotiation of contract with University students over deposit <br /> guarantees; (4) sending out of delinquent notices sooner; (5) <br /> waiver' of security deposit when co-signer is present; (6) not <br /> requiring security deposits of people employed for 2 years or <br /> who own homes; (7) not requiring security deposits over $40 from <br /> those who are only late in paying bills; (8) compliance with State <br /> Corporation Commission regulations. <br /> <br /> <br />
