Approval of minutes Matters by the public Appointment re: Architectural Review Board Appointment re: Historic Landmarks Commission Appointment re: Social Services Advisory Board Appointments're: Community Attention Home Advisory Board Appointment re: Industrial Develop- ment Authority Public Hearing re: Utility ~ates by Section 2.1-~344(a)(1)(Personnel) of the Virginia Freedom of Information Act, On motion by Mr, Albro, seconded by Mr~ Conover, the minutes of August 4 were 'unanimouslY approved after certain amendmenta were made. On motion by Mr. Albro, seconded by Mr. Conover, the minutes of August 12 were unanimously approved as presented, Mr. Curtis Kenny of 242 Hartman's Mill Road and Mrs. Madeline Manley of 776 Ridge Street complained about the construction on Hartman's Mill Road and certain improvements the City has not made, Mayor Buck promised that the staff would look into these complainta, Mrs. Phoebe Sellers of 320 5th Street, SW, requested a traffic light he placed at the intersection of Cherry Avenue and 5th Street, SW, saying it was dangerous, especially for school children, at that corner. Mayor Buck asked the staff to investigate the n traffic situation at this corner and report bagk to Council. Mr. Robert Harriso of. 1014 Druid Avenue complained of a water problem on Druid Avenue, Mayor Buck asked Mr. Hendrix to report back on this problem. On motion by Mr. Conover, Mrs. Virginia Schatz was unanimously appointed to be the Planning Commission's representative to the Architectural Review Board. On motion by Ms. Gleason, Mrs. Robert P. Carter was unanimously appointed to be the Planning Commission's representative to the Historic Landmarks Commission. On nomination by Dr. Hall, Ms. Charlene Gill was unanimously appointed to the Social Services Advisory Board. On nomination by Mr. Conover, Ms. Cookie Peatross, Mr. James Gill and Ms. Selah Rainey were appointed unanimously to the Community Attention Home Advisory Board. On nomination by Mr. Albro, Mr. Sidney Rush was unanimously appointed to the Industrial Development Authority. Mayor Buck invited public comment on the proposed utility rate increases. Ms. Nancy Kern of the Legal Aid Society offered changes in the proposal by the City Finance Department. She suggested (1) renegotiation with the University o~er its contract; (2) that the City not charge water customers for water losses due to street cleaning, fire'fighting and hydrant flushing; (3) rene- gotiation of contract with University students over deposit guarantees; (4) sending out of delinquent notices sooner; (5) waiver' of security deposit when co-signer is present; (6) not requiring security deposits of people employed for 2 years or who own homes; (7) not requiring security deposits over $40 from those who are only late in paying bills; (8) compliance with State Corporation Commission regulations.
