Tinsley and Ms. Ruth Wadlington to the Youth Service Citizens <br /> Board. <br /> On motion by Mr. Conover, Council~unanimously appointed Ms. <br /> <br /> Jane Biltonen to the Thomas Jefferson Planning District Commission. <br /> On motion by Mr. Alhro, Mr, J.E. Chambers was unanimously <br /> <br /> appointed to the Charlottesville DeVelopment Group. <br /> On .motion by Dr, Hall, Ms. Irene Southall and Mr. Ben Rau <br /> were appointed to the Retired Senior Volunteem Program Advisory <br /> Board. <br /> Mr. Lindsey G. Dottier, Jr., Commonwealth's Attorney for <br /> Albemarle County, made a presentation to Council about the Community <br /> Diversion Incentive Act, a piece of legislation that funds pilot <br /> programs in Virginia localities with the purpose of diverting <br /> felons from imprisonment to community treatment services. The <br /> program, utilized at the judges' discretion, would target non-violent <br /> felons for community services and treatment after diagnosis is made. <br /> The state would reimburse the locality $4,000 for each felon diverted; <br /> the program would be designed to reduce repeat offenses, rehabilitate <br /> the offenders, make restitution~to 'victims and reduce overcrowding <br /> at the Joint Security Complex. The application for the grant must be <br /> submitted by November 21 and Mr. Dorrier reqeusted that Council <br /> join Albemarle County in the grant, appropriating $750 each to <br /> pay a grant writer to prepare the application. Council discussed <br /> the idea of using a grant writer in the Planning Department rather <br /> than making the appropriation to pay an outside writer. Mayor Buck <br /> thanked Mr. Dorrier for the presentation.~and promised that he would <br /> have an answer from Council within a Week. <br /> <br /> Mr. Gerry~Fisher, chairman ef the Albemarle County Board of <br /> Supervisors, and Mr. Bill Norris, Watershed Management Official, <br /> presented a report to Council entitled "South Rivanna Reservoir: <br /> <br /> A Brief HiStory and an Unsolved Problem" and a copy of a resolution <br /> from the County Board of Supervisors requesting the City of <br /> Charlottesville to join with the County in asking the Rivanna Water <br /> and Sewer Authorit% to initiate ~a programfor the periodic inspection <br /> and maintenance of runoff control devices required by the Runoff <br /> Control Ordinance to protect the water of the Reservoir. Mayor <br /> Buck thanked Mr. Fisher and Mr. Norris for the presentation and <br /> Council took thematter under consideration. <br /> <br />Resolution re: On motion by Mr, Conover, seconded by Ms. Gleason, Council <br />Authorizing Mayor to <br />execute letter of intent unanimously approved the following resolution, Mr. Albro abstaining <br />to acquire land for <br />Ivy Creek Natural Area due to a conflict of interests: <br /> <br /> <br />
