Staff report re: <br />Closing 'of alley <br />between Hazel St. <br />& Gillespie Ave. <br /> <br />Staff report re: <br />Opening of 1st St. <br />across downtown mall <br /> <br /> BEFIT RESOLVED by the Council of'the City of Charlottesville <br /> that the Mayor is hereby authorized to execute on behalf of the <br /> City 'the following document, in form approved by the City Attorney: <br /> <br /> Letter of intent authorizing the Nature Conservancy to <br /> proceed with the acquisition of I6.35 acres of land in <br /> Albemarle County known as the Flamenco Tract. <br /> <br /> A copy of such document shall.~be kept on file with the minutes <br /> of the. Council meeting at which this resolution was adopted. <br /> <br /> Mr. Paul Saunier, with. the Ivy Creek Foundation, explained <br /> that this action by the City along with an appropriation of $8,000 <br /> would enable the Nature Conservancy to acquire this land valued <br /> at $80,000 hy means of a Federal grant. <br /> <br /> Council received the viewers" report on the proposed closing <br /> o£ one end of the alley between Hazel Street and GillesPie Avenue. <br /> Mayor Buck allowed memhera in the audience to speak on the issue. <br /> <br /> Ms. Maxine Taylor and Mr, Stringfellow asked that Council not <br /> Close either end of the alley because it would lower property values <br /> and deny access to several residents in the neighborhood. <br /> <br /> Mr. Earl Morris, Mr. Bruce Williams, Mr. Kenneth Melton and <br /> <br /> Mr. James Monroe all urged Council to close the Hazel end because <br /> of the considerable traffic and dust and the close proximity .of <br /> the houses. <br /> <br /> Mr. John Sarton requested that the Gillespie end be closed <br /> because of the narrowness of the alley there. <br /> <br /> A resident from 1427 E. High Street requested that the alley <br /> remain open and tt.e Hazel end be blacktopped. <br /> <br /> Mr. Cole Hen¢.rix, City Manager, suggested that the City could <br /> leave the alley o~en but seal coat the Hazel end to cut down on the <br /> dust volume. Thi would not be as expensive or as durable as regular <br /> asphalting but wo~ id considerably reduce some of the problems <br /> experienced by the homeowners. On motion by Dr. Hall, seconded by <br /> <br />Mr, Albro, Council unanimously accepted Mr. Hendrix' suggestion. <br /> upplied coUncil~withinformation requested <br /> scusa~on of the issue 'of whether to close or open <br /> Street across the dowmtown mall. He stated that <br /> s been supplied to Council members for their <br /> that inquiries to cities like Norfolk and <br /> ave malls crossed by vehicular/pedestrian traffic <br /> ~ serious accidents. He has asked Mr. Jim <br /> [fic Engineer, to do a detailed study of the <br /> treet system and this report will be ready in <br /> <br /> Mr. Albro moved to open the street for a six <br />experiment and the motion was seconded by Mr. <br />~er then proposed a substitute motion to apen <br />bus traffic but this substitute died for lack <br />of a second. Coun,:il voted on Mr, Albro~s motion with the following <br />result. Ayes: Mr'. Buck, Mr, Albro. Noes: Mr. Conover, Ms. Gleason, <br />Dr. Hall.
