337 <br /> <br />Rublic hearing re: <br />Proposed relocation <br />of U.Va. hospital <br /> <br /> Mr. Comover and Ms. Gleason stated they felt that there is <br /> <br /> non enough information to go-on at this point to make an intelligent <br /> decision about ~der~gulation,~which would be hard to overturn at a <br /> later date if it didn't work, They also wanted to see taxi drivers <br /> and owners accept resp'onsihility for financial reporting and asked <br /> the City..to .obtain information from other cities about their <br /> regulations for Cabs, <br /> <br /> MaYor Buck requested that the staff obtain information <br /> <br /> ab0nt the hist~ory of r~gulm~ion in Charlottesville, how Other <br /> citima get their data. from cab drivers and some data on current <br /> struzture of the cab iindumtry in the City as well as a draft <br /> ordinance for deregulation. Mr. Hendrix agreed that this information <br /> cou]~ be provided at the 'first Council meeting in November. The <br /> ordJ~an'ce was therefore offered and carried over to the next <br /> meeting for consideration. <br /> <br /> Mayor Buck stated that the City has not yet taken a stand on the <br /> issu of the p=oposed =eloeation of the University of Virginia <br /> Medi~ al Center and wished to hear comments, from thepublic. <br /> <br /> Mr. Horace Symonds of the Federalion of Neighborhood Associations <br /> stated-that the Federation-has not taken a stand as yet but is <br /> concerned about the issue as it is one of the most far-reaching land <br /> decisions CharlotteSville.has faced. <br /> <br /> Ms. Cordelia Plunkett~ of the Jefferson Park Avenue Neighborhood <br /> Association asserted that the alternative of expanding the center <br /> in its present location would threaten the neighborhoods south of <br /> U.Va. The traffic and par~ing congestion are already a problem. <br /> The JPA Asso~ion has not yet taken a stand. <br /> <br /> Mr, William Coleman of the Belmont Association stated that the <br />association's executive committee voted in favor of the Blue Ridge <br />site because of accessability, parking, emergency services availability, <br />alleviation of congestion around U.Va. and City growth in the south <br />whereas now all growth is to the north and west. <br /> <br /> ~ir. James F. King,.Jr~., asked what impact the proposal would <br /> <br />have on plans for Vinegar Hill, Starr Hill and the west end of the <br />downtown mall. H.e also questioned the quality of health care that <br />may be available in the new site. <br /> <br /> ,Ma. Gall Comraa of the Belmont Neighborhood Association stated <br />that Mr~ Colemanls remarks do not necessarily reflect the feelings <br />of~ the general memhership and that a poll would be taken of the <br />members. <br /> <br /> Dr. Crmapton of~'l106 Rugby Road asked that the City encourage <br /> <br />the University to stay within City. limits, <br /> <br /> Mr. Rohert Langdon,of 1864 Edgewood Lane stated that the <br /> <br />medical faculty is opposed to the move because it wouldn't <br />necessarily insure better quality health care. He questioned how <br />the poor, elderly and handicapped would get to the center at Blue <br />Ridge, whereas the present center is easily accessible by buses <br />· or cabs. He was concerned about the issue of patient service. <br /> <br /> <br />
