Other business re: <br />Resolution congratu- <br />lating Judge Michael~ <br /> <br />Other business re: <br />Resolution re: <br />Ivy Creek Natural <br />Area <br /> <br />Approval re: <br />Hiring two <br />additional food <br />stamp workers <br /> <br />coordinator, conduct a survey of the downtown residents, <br />businesses and churches to ascertain what feelings they had about <br />how the race was conducted this year and suggestions for <br />improvements for next year, Mr. Hendrix agreed that this would <br />be done and Mr. Albro requested that Council receive a report <br />from Kruger Farms, the sponsor of the race. <br /> <br /> Mayor Buck suggested that Council adopt a resolution <br />congratulating Mr, J. Harry Michael~, Jr., on his recent <br />appointment to a federal judgeship. On motion by Mr. Albro, <br />seconded by Mr. Conover, Council unanimously adopted the following <br />resolution: <br /> <br /> WHEREAS J. Harry Michael, Jr., has represented the interests <br />of the citizens of Charlottesville, Virginia, as State senator in <br />the Virginia General Assembly for twelve years; and <br /> <br /> WHEREAS J. Harry Michael, Jr., was confirmed by the United <br />States Senate as United States District Judge for the Western <br />District of Virginia; and <br /> <br /> WHEREAS, upon confirmation, it was necessary for J. Harry <br />Michael, Jr., to resign as State Senator in order to serve as <br />United States District Judge; and <br /> <br /> WHEREAS J. Harry Michael, Jrt, toOk. the oath of office <br />as United States DiStrict Judgeoh October 20 1980- now, <br />therefore, be it ' ' <br /> <br /> RESOLVED that the Council of the City of Charlottesville, <br />Virginia, wishes to express its sincere appreciation to <br />Harry Michael, Jr., for his outstanding r~presentation of the <br />interests of the citizens of Charlottesville, Virginia, as <br />State Senator in the Virginia General Assembly and to congratulate <br />him on his confirmation as United States District Judge for the <br />Western District of Virginia. <br /> <br /> On motion by Ms. Gleason, seconded by Dr. Hall, Council <br />unanimously adopted the following resolution with Mr. Albro <br />abstaining due to a conflict of interest: <br /> <br /> WHEREAS the City of Charlottesville acquired approximately <br />38 acres~by order of the Circuit Court of Albemarle County entered <br />June 13, 1966, in the case of City of Charlottesville v. John M. <br />Frazier, et al and recorded in. the Clerk's office of the Circuit <br />Court of Albemarle County in Deed Book 418, page 423; and <br /> <br /> WHEREAS the said 38 acres are adjacent to the Ivy Creek <br />Natural Area and are generally identified as the area shaded <br />yellow on the attached plat; now, therefore, be it <br /> <br /> RESOLVED by the Council of the City of Charlottesville, <br />Virginia, that the 38 acres acquired by the City of Charlottesville <br />by order of the Circuit Court of Albemarle County on June 13, 1966, <br />in the case of City of Charlottesville v. John M. Frazier, et al <br />which is recorded in the Clerk's office of the Circuit Court of <br />Albemarle County in Deed Book 418, Page 423, are hereby~designated <br />as being included in the Ivy Creek Natural Area, provided that <br />the City of Charlottesville retains title to the said 38 acres; and <br /> <br /> BE IT FURTHER RESOLVED that the Director of Parks and <br />Recreation for the City of Charlottesville is authorized to maintain <br />said 38 acres as a natural area and in the same manner that the <br />Ivy Creek Natural Area is maintained. <br /> <br /> Mr. Cole Hendrix, City Manager, requested Council's approval <br /> <br />to hire two additional food stamp workers and one clerical worker~ <br />(CETA). He stated that the food stamp caseload has experienced <br />a rapid increase in recent months and this is resulting in some <br />delay in the processing.of applications and recertific ations. <br /> <br />The current caseload of 1,700 and the current number of food stamp <br />workers places the City in violation of federal requirements for <br />the number of cases to be handled per worker. Some lawsuit threats <br />have been made against the City. Ms. Gleason, a member of the social <br />Services Advisory Board, concurred with Mr, Hendrix' remarks and <br /> <br />347 <br /> <br /> <br />
