<br /> WHEREAS the Authority on October 14, 1980, adopted an
<br />inducement resolution agreeing to assist National Psychiatric
<br />Institutes, Inc., in the~financing of the acquisition, expansion,
<br />equipping and improvement of the David C. Wilson Neuropsychiatric
<br />Hospital (the Project) located in the City of Charlottesville,
<br />Virginia (the City), by the issuance of the Authority's medical
<br />facility revenue bonds in an amount not to exceed $6,000,000 which
<br />financing is further described in the copy of the Authority's
<br />inducement resolution attached hareto-as Exhibit A; and
<br /> WHEREAS the Project will permit the David C. Wilson Neuro-
<br />psychiatric Hospital to expand its facilities with a resulting
<br />increase in the number of patient beds through the relocation of
<br />office and administrative functions into a building to be constructed
<br />on the-property and provide modern and efficient neuropsychiatric
<br />services to the community, thereby protecting and promoting the
<br />health and welfare of the inhabitants of the City and the Common-
<br />wealth of Virginia; now, therefore, be it
<br />
<br /> RESOLVED by the Council of the City of Charlottesville,
<br />Virginia, that
<br />
<br /> 1. it is hmreby found and determined that the acquisition,
<br /> expansion, equipping and improvement of the Project will be in the
<br /> public interest and will promote the health and welfare of and provide
<br /> modern and efficient medical services for the inhabitants of the
<br /> City of Charlottesville, Virginia, and the Commonwealth.
<br /> 2. the Council hereby approves the location and financing of
<br /> the Project.
<br />
<br /> 3. it is hereby found and determined that the Project meets the
<br /> criteria set forth in Section 5 of the Ordinance.
<br />
<br />4. this resolution shall take effect immediately.

<br />The ordinance entitled "AN ORDINANCE CLOSING, VACATING AND
<br />
<br />DISCONTINUING A CERTAIN 12' ALLEY ON THE SOUTH SIDE OF WERTLAND
<br />
<br />STREET" which was offered at the meeting~:.Of Council on November
<br />
<br />was adopted by the following vote. Ayes: Mr. Albro, Mr. Buck, Mr.
<br />
<br />Conover, Ms. Gleason, Dr. Hall. Noes: None.
<br />
<br /> Mr. Satyendra Huja, Director of Planning and Community
<br />Development, explained the rezoning request and the recommendation
<br />of the Planning Commission, which is to rezone from R-2 to B-3.
<br />On motion by Mr. Albro, seconded by Dr. Hall, an ordinance entitled
<br />"AN ORDINANCE AMENDING AND REENACTING THE DISTRICT MAP INCORPORATED
<br />
<br />IN SECTION 31-4 OF THE ZONING ORDINANCE OF THE CODE OF THE CITY OF
<br />
<br />CHARLOTTESVILLE, 1976, BY THE REZONING OF A PARCEL OF LAND LOCATED
<br />
<br />ON MONTICELLO ROAD IN %HE CITY OF CHARLOTTESVILLE" was offered and
<br />
<br />carried over to the next meeting for consideration.
<br />
<br />Mr. Hendrix explained to Council the changes made in the taxicab
<br />
<br />~gulation ordinance to accomplish deregulation. During discussion
<br />of the proposed amendments, the following changes in the draft were
<br />made: on motion by Mayor Buck, seconded by Mr. Albro, Council
<br />
<br />unanimously agreed to eliminate Section 27-14.1 in its entirety;
<br />by common consent, Council also agreed to eliminate th ~rovision of
<br />requiring the address on the exterior of the vehicle, to add a
<br />charge for additional passengers under Section 27-16.1(b), to
<br />eliminate Section 27-16.1(d) which allowed an additional charge for
<br />
<br />inclement weather and other references to severe weather in other
<br />
<br />sections. On motion by Mr. Albro, seconded by Dr. Hall, an
<br />
<br />ordinance entitled "AN ORDINANCE TO AMEND AND REORDAIN SECTIONS
<br />
<br />27-2~: 27-3, 27-15 AND 27-17, AS SEVERALLY AMENDED, OF THE CODE OF
<br />THE CITY OF CHARLOTTESVILLE, 1976, TO AMEND SUCH CODE BY ADDING A
<br />
<br />SECTION NUMBERED 27-16.1 AND TO REPEAL SECTIONS 27-14, 27-16, 27-21
<br />
<br />AND 27-21.1 OF SUCH CODE, THE AMENDED, ADDED AND REPEALED SECTIONS
<br />
