363 <br /> <br />Matters by tRe public <br /> <br />RELATING GENERALLY TO THE REGULATION OF TAXICABS AND TAXICAB <br />RATES" was offered and carried over to the next meeting for <br />consideration. <br /> <br /> Mr. David Sutton, of the law firm of Tremblay and Smith, <br />representing Allied Concrete Company, asked Council's approval of <br />the financing and construction of a central mix concrete plant to <br />be l~cated on the present site of Allied Concrete Company, through <br />industrial development revenue bonds. The project would increase <br />property taxes to the City and would decrease the dust and noise <br />generated by concrete trucks that now individually mix concrete. <br /> <br />Mr. Peter Schmidt, of Allied Concrete Company, gave a brief description <br />of the project and its necessity for efficient concrete production, <br />as well as the benefits to the immediate neighborhood and community <br />as a whole. Mr. Albro abstained from the discussion and vote due <br />to a conflict of interest. On motion by Mr. Conover, seconded by <br />Ms. Gleason, Council unanimously adopted the following resolution, <br />Mr. Albro abstaining: <br /> <br /> WHEREAS the Council of the City of Charlottesville, Virginia <br />(the Council), has creaned the Industrial Development Authority of <br />the City of Charlattesville, Virginia (the Authority), pursuant to the <br />Virginia Industrial Development and Revenue Bond Act to fulfill the <br />purposes of such Act~ and <br /> <br /> WHEREAS the ordinance adopted by the Council on July 19, 1976, <br />which created the~Authority (the Ordinance) provides that the <br />Authority shall not finance any facility until the location and <br />financing of such ifacility have been approved by the Council; and <br /> <br /> WHEREAS Section 5 of the Ordinance sets forth certain standards <br />to be considered biy the Authority and the Council info. determining the <br />nature and location of facilities to be financed by the Authority. <br />and ' <br /> <br /> WHEREAS the Authority on November 11, 1980, unanimously adopted <br />an inducement resolution agreeing to assist Allied Concrete Company <br />in the financing of the acquisition, construction and equipping of <br />a central mix concrete plant and office facility incidental thereno <br />(the Project) loca!ted in the City of Charlottesvill'e, Virginia (the <br />City), by the ~ssuance of the Authority's industrial revenue bonds <br />in an. amount, not, to. exceed $600,000,. which financing is further <br />descrmbed mn the copy of the Authormty's inducement resolution <br />attached hereto as Exhibit A; and <br /> <br /> WHEREAS p~eliminary plans for the Project and the financing <br />have been described to the Council in a presentation by representatives <br />of Allied Conc=ete Company; and <br /> <br /> WHEREAS t~e Project will permit Allied Concrete Company to <br />acquire, const~uctland equiP a new central mix concrete ~lant with <br />a resulting inOreaSe in jobs offered' in the community, increase in <br />taxes paid to ~he City and a decrease in noise and dust generated <br />by the ready mix operation, thereby increasing the commerce in the <br />City and promoting the safety, health, welfare and prosperity of <br />therefore,the inhabitant~be it°f the City and the Commonwealth of Virginia-, now <br /> <br /> RESOLVED by the Council of the City of Charlottesville, Virginia, <br />that <br /> <br /> 1. it is hereby found and determined that the acquisition, <br />expansion,, equippin~g .and improvement of the Project Will be in the <br />· public interest and will, through the increase of commerce and through <br />the promotion of health, welfare, convenience and prosperity, benefit <br />the inhabitants of the City of Charlottesville, Virginia, and the <br />Commonwealth. <br /> <br /> 2. the Council hereby approves the location and financing of <br />the Project. <br /> <br /> 3. it is hereby found and determined that the Project meets the <br />criteria set forth in Section 5 of the Ordinance. <br /> <br />4. this resolution shall take effect immediately. <br /> <br /> <br />
