367 <br /> <br />Staff report re: <br />Telephone system <br /> <br />Resolution re: <br />Authorizing CAC3 <br />to apply for litter <br />control grant <br /> <br /> He said planning for the third annual race has already started <br /> under the sponsorship of Kruger Farms and Downtown Charlottesville, <br /> Inc. Mr. Albro wondered what comments, if any, were received about <br /> the route problem. Mr. Stripling responded that there were no <br /> indications that the route was a problem and that if any change is <br /> contemplated the race sponsors shoUld be notified as soon as <br /> possible to facilitate their own planning for next year's race. <br /> Vice Mayor Gleason suggested that Council wait for Mr. Kruger's <br /> report before taking any action with regard to next year's race. <br /> <br /> Mr. Robert Sheets, Director of Finance, presented a report on <br />the telephone system used hy the City and school system and <br />recommended the hiring of Telecommunications Management Corporation <br />of Boston as consultants to design and implement a new phone <br />system in City Hall and possibly for the school system as well. <br />He stated that the present system, based on 1950's technology, <br />is Outmoded and inefficient and costly. Problems with limited <br />technology, lack of integration in the system, fragmented billing <br />procedures, costly equipment, lack of monitoring capability and <br />inadequate service to citizens all point to the need for an updated <br />telephone system. TMC's proposal, of the five received, was <br />rated as best by the staff because TMC was the lowest bidder <br />with government experience, the greatest amount of technical expertise, <br />poSitive reference checks and the lowest bid. TMC recently <br />completed a contract with the University of Virginia for a phone <br />system that, when completed, will be the largest private interconnect <br />system in the country. TMC's bid is for $12,500 with a charge of <br />an additional $5,000 if the school system is included in the <br />contract. The consultant would not charge the full amount if the <br />City chose to end the project before installing a new system. <br /> <br />Mr. Sheets estimated the City would save approximately $200,000 per ~_ <br />year if the present system is updated. Fir. Albro inquired what the <br />consultants can do that the City staff cannot provide. Mr. Sheets <br />responded that their expertise in network analysis, technological <br />information, design of RFP's and proposal evaluation, as well as <br />their ability to supervise the installation of a new system would <br />ensure that the City would have technical competence on its side <br />in the process of acquiring a new'~ayatem. On motion by Dr. Hall, <br />seconded by Mr. Albro, Council unanimously approved the staff's <br />recommendation to hire TMC as consultant and proceed with the <br />first phase of the work. <br /> <br /> Mr. David Rothw~ell, representing the Charlottesville-Albemarle <br />Clean Community Commission, thanked Council for its past and <br />future support and outlined the growth that CAC3 has experienced <br />in its collection of recyclable materials~ He presented a picture <br />of the CAC3 facility to Council in appreciation of its support and <br />mentioned Mayor Buck as having been particularly supportive of the <br />group. <br /> <br /> On motion by' Mr. Conover, seconded by Mr. Albro, Council <br /> <br /> <br />
