Staff report re:
Bank proposals

Staff report re:
City Code supplement
cost

Appropriation re:
$13,730 Shelter for
Help in Emergency

during games, (2) establishment of additional off-street parking,
(3) additional plantings for screening purposes, (4) modified
schedules for games to decrease the noiseand inconvenience
experienced by neighbors. Mr. Hendrix said the staff would report
again when an agreement is reached with PVCC.

Mr. Bob Stripling, Assistant City Manager, presented Council
with a staff recommendation that they accept the proposal from

Central~Fidelity Bank for a cash management program for investing
idle City funds on a daily basis. He recommended that the agreement
be limited to one year, with a review at that time and, if successful,
that the City accept new proposals from banks for the next year.
He stated that $40,000-$50,0000 might be realized in additional
earned interest~.~ith this program and the new scheme would remove
the investment burden from the City Treasurer and place it on the
bank. He commended Mr. Gene~:Harding, City Treasurer, for his
successful past management of City funds and stated that the r~port
by the consultants found the City funds to be generally well
managed and included only the suggestion for this kind of cash
management program. Mr. Albro stated that, due to a conflict of
interest, he would refrain from discussion or vote on the matter.

On motion by Ms. Gleason, seconded by Mr. Conover, Council unanimously
approved the staff recommendations, Mr. Albro abstaining.

Mr. Wiley reported that the Michie Company, who prints the

City Code and supplements,~has advised him that the price for
the supplements will increase from $16.00 per page to $29.40 per
page. Though this is a substantial price increase, Mr. Wiley
stated that the price had remained unchanged since 1976 and that to
switch publishers at this point would not save money. He
recommended that Council approve the price increase and increase
the cost of individual supplements to paying subscribers from
$20 to $30 per supplement. Mayor Buck suggested that the new
price be $35, saying that the service would still be a relative
bargain to law offices (the major subscribers) and he felt they
would be willing to pay this. On motion by Mr. Conover, seconded
by Ms. Gleason, Council unanimously approved the price change
to $35 per supplement,

Ms. Jill Rinehart, a member of the advisory board to the

Shelter for Help in Emergency, presented Council with a request
for interim funding for the battered women's shelter of $13,730
from March. 1 through June 30, 1981. She stated that the shelter's
federal funding will cease at the end of February and that the
shelter staff is seeking government funding from the jurisdictions
of Planning District X, as well as private and community contributions,
to maintain the shelter at its present funding level through the
end of fiscal year in June, 1981, She also indicated that the
sheIter would be seeking funding for FY 1981-82 at a level of
$37,110 from Charlottesville and proportionate amounts based on
clients served from the other Planning District X jurisdictions.

375
