376 <br /> <br />Resolution re: <br />Requesting the ~ <br />University of Va. <br />to consider community <br />needs in plans for <br />hospital relocation <br />and/or expansion <br /> <br />Resolution re: <br />Urging U.Va. to <br />request authority <br />from General Assembly <br />to construct add'l. <br />2,500 studentchousing <br />units <br /> <br />Ms. Gleason stated her high regard for the work accomplished <br />by the shelter staff. Mr. James F. King, Jr., urged City Council <br />to consider this service as a basic and crucial one that should <br />be retained in the City budget even through drastic budget cuts <br />next year if they should occur. Mayor Buck raised the question of <br />the funding formula, pointing out that Charlottesville carries a <br />disproportionate financial burden for services of this kind as it <br />attracts the population, most likely to need these services. Mr. <br /> Wiley reminded Council that the City provides the physical facility <br /> for the shelter at a nominal rent of $1 per year, which should be taken <br /> into account when funding requests are made. Mayor Buck asked <br /> that the shelter staff work with. the City staff to accomplish a <br /> more equitahle funding formula before budget requests for FY <br /> 1981-82 are made in the spring. He also warned the shelter staff <br /> that an interim appropriation at this time should not be regarded <br /> as a guarantee of funding for the coming fiscal year. On motion by <br /> Mr. Conover, seconded by Mr.. Albro, the appropriation of $13,730 <br /> for interim funding was offered and carried over to the next <br /> <br />meeting for consideration. <br /> -On motion by Mr. Conover, seconded by Mr. Albro, the following <br /> <br />resolution was unanimously adopted by Council: <br /> <br /> WHEREAS the decision by the University of Virginia whether <br />to expand or relocate its medical center will be the most <br />important land use decision made in Charlottesville in the next <br />twenty years and will have significant impacts on economic, housing ~ <br />and t~ffic conditions in the City; and <br /> <br /> WHEREAS this decision also involves major issues about the <br />cost and quality of health-'care and health science research for <br />this entire community and the State of Virginia; and <br /> WHEREAS a capital project of this nature, cnsting several <br />hundred million dollars, requires that all of these issues and <br />concerns be considered carefully by the University and the loca <br />community; and <br /> <br /> WHEREAS the report prepared by Baskerville & Son and <br />Rosenfeld Associates does not address this interplay of local, state <br />and Un'~versity factors; and <br /> <br /> WHEREAS, after careful study and balancing of these concerns <br /> has been made, the City will be willing to cooperate wi~h~the <br /> University to implement the alternative which better meets the <br /> needs of the Univemsity and the local community, regardless whether <br /> relocation to the Blue Ridge site or expansion south of Jefferson <br /> Park Avenue proves to be the better alternative; mnw, therefore, <br /> be it <br /> <br /> RESOLVED by the Council of the City~ of Charlottesville, <br />Virginia, that the University of Virginia be requested through its <br />president to expand its study of alternatives for the future of <br />the medical center, to include a thorough and careful analysis <br />of the relative impacts of the expansion and relocation alternatives <br />on the economy, environment and traffic, parking and housing <br />conditions of surrounding areas of the City; and be it <br /> <br />FURTHER RESOLVED that we express to the University our <br />willingness to cooperate in such a study and to support a decision <br />to relocate or expand provided it is based upon such an analysis <br />and ~dequately balances the needs and concerns of both the <br />University and the surrounding community. <br /> <br />On motion by Dr. Hall, seconded by Mr. Conover, Council <br /> <br />unanimouslY approved the following resolution: <br /> WHEREAS the lack of adequate studen ~ousing at the University <br />of Virginia produces a documented increase in cost and decrease in <br />availability of private housing in Charlottesville; and <br /> WHEREAS the need for additional dormitory housing at the <br />University has produced overcrowding and other undesirable conditions <br /> <br /> <br />
