Appropriation re: $226,809 Ivy Creek Natural Area Resolution re: Supporting National Volunteer Week Ordinance re: Authorizing sale of property on Brown Street (2nd reading) Ordinance re: Vacating portion of right-of-way on East Jefferson Street Resolution re: Commending U.Va. Cavaliers for support of City Therapeutic Recreation Program On motion by Ms, Gleason, seconded by Dr. Hall, the following appropriation was offered and carried over to the next meeting for consideration: BE IT RESOLVED by the Council of the. City of Charlottesville, Virginia, that the additional sum of $226,809 is hereby appropmiated from the unappropriated balance of the Capital Projects Fund to expenditure account 05~00950 to be used in conjunction with the $37,600 previously appropriated to such account and funds appropriated by the County .of Albemarle for land acquisition and related costs of the Ivy Creek Natural Area expansion project. Such expenditure shall be offset by reimbursements to the Capital ProjeCts Fund of a donation of $78,954 from the Nature Conservancy and $123,375 from HCRS Grant #51-00155 to be received from the Virginia Co~n~niasion on Outdoor Recreation, resulting in a net additional City cost of $22,580, On motion by Mr. Albro, seconded by Ms. Gleason, Council adopted the following resolution unanimously: WHEREAS volunteering of one's time, talents and resources has been an &ntegral part of our American heritage since the early days of our nation; and WHEREAS it is essential that we continue this tradition Of giving and sharing in order that we can preserve and continue to improve' the quality of life for all citizens in our communities; and WHEREAS anyone, regardless of circumstances or station, or factors of race, age, sex, color or creed, can participate in volunteer service to neighbors and community; and WHEREAS our nation is experiencing a time df diminishing natural and technological resources and a time when our people have reached a realization that government cannot or should not provide every service necessary to build a better environment; and WHEREAS each year a special Week is designated in our nation for the dual purpose of recognizing thosewho gzve of themselves and of encouraging all citizens to become involved; new, therefore, be it RESOLVED jointly by the Council of~the City of Charlottesville, Virginia, and the Board of Supervisors of the County of Albemarle, Virginia, that the week of April 27 through May 3, 1981, is recognized as NATIONAL VOLUNTEER WEEK in the City of Charlottesville and the County of Albemarle in honor of our area's selfless volunteers who truly give a helping heart and we urge all of our area's citizens to help renew and sustain the-spirit and vitality of our nation by committing a portion of their time to addressing the needs of our communities through voluntary action. The ordinance entitled "AN ORDINANCE AUTHORIZING THE SALE OF CITY PROPERTY ON BROWN STREET" which was offered at the meeting of April 6 was adopted by the following vote. Ayes: Mr. Albro, Mr. Buck, Mr. Conover, Ms. Gleason, Dr. Hall. Noes: None. On motion by Mr. Albro, seconded by Ms. Gleason, an ordinance entitled "AN ORDINANCE CLOSING, VACATING AND DISCONTINUING A PORTION OF EAST JEFFERSON STREET" was offered and carried over to the next meeting for consideration. On motion by Ms. Gleason, seconded by Mr. Conover, Council unanimously adopted the following resolution: WHEREAS the University of Virginia Cavalier basketball tes~ will support the Charlottesville Therapeutic Recreation Program by competing in a wheelchair basketball game against the Charlottesville Cardinals on April 23, 198.1; and WHEREAS the players of the University of Virginia Cavalier basketball team have demonstrated with their will, their spirit, their hearts and their utmost integrity a sincere commitment to the full participation of disabled persons in recreational and sports activities; and
