WHEREAS., the Congress of the United States is <br />presently Co~s'idering several billS which provide for the <br />reenactment of a general revenue sharing program; and <br /> <br /> WHEREAS, the readoption of general revenue sh'aring <br />in a timely fashion and wit~ adequate funding is of vital <br />importance to Charlottesville and to many other localities <br />across this nation; and <br /> <br />RESOLUTION RE: <br />Sharing Program <br /> <br />Revenue <br /> <br /> WHEREAS, the failure of the Congress to renew <br />general revenue sharing will force Charlottesville to eliminate <br />badly needed capital projects and reduce necessary social <br />and essential public safety programs Which the City has <br />taken over upon reduction in funding from state and federal <br />sources; and <br /> <br /> WHEREAS, if Congress does not act quickly to provide <br />an extention of revenue sharing, cities like Charlottesville <br />which start a new fiscal year on JUly 1, 1976 will be unable <br />to proceed through their budget processes in a rational <br />manner; and <br /> <br /> WHEREAS, the increase in local property taxes that <br />would result from the eliminanion of general revenue would <br />be particularly ironic in that it would counteract the effects <br />of cuts in Federal income tax levels through which the <br />Congress is seeking to stimulate economic recovery; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED, by the Council of the <br />City of Charlottesville, that the Council express its unanimous <br />support for prompt Congressional action on continue funding <br />of general revenue sharing; and urge Congressman J. Kenneth <br />Robinson, Senators Harry F. Byrd, Jr., and William Scott and <br />other Virginia Congressmen to work for the speedy adoption of <br />such a measure; and <br /> <br />Resolution re: <br />Charlottesville High <br />School Football Team <br /> <br /> BE IT FURTHER RESOLVED that this resolution also be <br />sent to the chairmen of the committees and subcommittee <br />presently considering revenue sharing bills requesting immediate <br />favorable action on such proposalB. <br /> <br />On motion by Mr. Gilliam, seconded by Mr. Van Yahres the <br /> <br />following resolution was unanimously adopted. <br /> <br /> WHEREAS, the Charlottesville High School football team <br />finished the 1975 regular season with ten victories and no <br />defeats, having out scored their opponents by a margin of 322 <br />points to 53 points and advanced to the state regional playoff. <br />and ' <br /> <br /> WHEREAS, the undefeated 1975 season represented <br />Coach Tommy Theodose's fifth unbeated season in his <br />seventeen years at Lane High School.and Charlottesville High <br />School; and <br /> <br /> WHEREAS, the individual sacrifices and dedication of all <br />the players and coaches and particularly the leadership <br />of co-captains Dale Sloan and Raymond Johnson and the nine <br />players who made All-District exemplifies the finest qualities <br />of the youth of Charlottesville; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of <br />the City of Charlottesville that by this resolution the City <br />Council wishes to express its appreciation for the <br />achievements of the football team of Charlottesville High <br />School; and <br /> <br /> BE IT FURTHER RESOLVED, that the Clerk of the Council <br />is directed to send a suitably prepared copy of this <br />resolution to the Chairman of the School Board and Tommy <br />Theodose as a taken of the esteem in which the Football team <br />is held by this body. <br /> <br />Report re: Mr. Gilliam <br />Radio Communication <br />System <br /> <br /> Mr. Gilliam advised the Council that the Thomas Jefferson <br />Planning District Commission has had before it for some time <br /> <br />a request for federal money for improving the Radio <br />Communication System. Some months ago the Council approved the <br />City of Charlottesville's contribution to this system which <br />would enable outlying Rescue Squads to communicate directly with <br />the University of Virginia Hospital. In checking on this <br />request it was found that the City of Charlottesville was ahead <br /> <br /> <br />
