Approval of minutes <br /> <br />Bid Opening re: <br />Parking Garage <br /> <br />Presentation re: <br />Economic Development <br />Commission <br /> <br />Presentation re: <br />Regional Law Enforcement <br />Assistance Plan <br /> <br />Resolution re: <br />Regional ~aw Enforce- <br />ment Assistance Plan <br /> <br />The minutes of the meeting of December 8, 1975 were approved <br /> <br />as presented, by the following vote. <br />and Mrs. Rinehart. Abstained: Mr. <br /> <br />Noes: None. <br /> <br /> Ayes: Mr. Fife, Mr. Gilliam <br />Van Ymbres. Absent: Mr. Barbour <br /> <br /> The City Manager announced that this was the date advertized to <br />receive bids for the leasing and managenmnt of the Parking Garage. Only <br />one bid was received from Charlottesville Parking Corporation. After <br />reading of the bid, An ordinance entitled "AN ORDINANCE AUTHORIZING <br />THE CITY MANAGER TO EXECUTE A l ~ASE AND MANA~ AGREM~NT FOR <br />~ CITY PARKING FACILITY." was offered by Mrs. Rinehart, seconded <br />by Mr. Fife and carried over to the next meeting for consideration. <br /> <br /> Mr. Louie Scribner, Chairman of the Charlottesville-Albemarle <br />Economic Development Conmission, addressed the Council and stated that <br />the conmission has been studying the advisability and feasibility of <br />establishing an Industrial Development Authority. He stated that at <br />a meeting of December 10, 1975 the members of the Conmission voted <br />unanimously to request that the Charlottesville City Council and the <br />Albemarle Board of Supervisors take such action as they deemed necessary <br />to consider the establishmmnt of a Revenue Bond Authority or authorities <br />in this comm~ity. Mr. Scribner pledged any help needed from the <br />comnission in forming this authority. He stated that the County <br />has set a public hearing on this matter for Decmmber 30, 1975. The <br />report was received, however, no action was taken. <br /> <br /> Mr. Sanmel V. Pruett, Criminal Justice Planner for the Thomas <br /> Jefferson Planning District Co~m~ission, addressed the Council and <br /> presented the Rmgional Law Enforcement Assistance Plan. He stated <br /> that the purpose of the Plan is to formalize the procedure by which <br /> law enforcement agencies within the Planning District request matual <br /> assistance and respond to such requests., and to establish some <br /> operational guidelines for lacalities within the Planning District in <br /> the event a pmtural disaster or a civil disorder should reqoire large <br /> scale mobilization of law enforcement resources. He stated that the <br /> Mut~_~] Aid Agreemmnt has been approved by the local governing bodies <br /> in the Planning District and requested a statement of approval for the <br /> plan itself from the Council On motion by Mr. Gilliem, seconded by <br /> Mrs. Rinehart the Regional Imw Enforcement Assistance Plan was <br /> unanimously approved. <br /> <br /> on moticn by Mr. Fife, seconded by Mrs. Rinehart the following <br /> resolution was unanimously adopted. <br /> <br /> WHEREAS, §15.1-131 of the Code of Virginia <br /> provides that the governing bodies of counties, cities <br /> and towns of the Commonwealth may enter into reciprocal <br /> agreements for the provision of mutual aid by and to <br /> their respective law enforcement agencies, but does not <br /> authorize the police forces of state supported colleges <br /> and universities to participate in such mutual aid <br /> agreements; and <br /> <br /> <br />
