Resolution re:~ Classification and Federal Aid Realignment of City Streets Resolution re: Renaming Area commonly known as the "Old Faim- ground" to Meadow- Creek Park Ordinance re: Zoning Ordinance Federal-Aid Highway Act of 1973, requires gi~ia Department of Highways and Transportation realign the Federal-Aid Highway Systems in Virginia by July 1, 1976, on the basis of their anticipated functional usage; and, WHEREAS, the existing State Federal-Aid Systems, with the exception of the Interstate System, will be terminated on July 1, 1976; and WHEREAS, Federal Highway funds will no longer be available for State roadways after July 1, 1976, unless the Realigned Federal-Aid Systems have been approved by the Federal Highway Admin%stration; and WHEREAS, the Virginia Department of Highways and Transportation has functionally classified the State Highways in accordance with the guidelines presenned in the "Highway Funcational Classification Manual" (Volume 20, Appendix 12, Highway Planning Program Manual) and developed the Realigned Federal-Aid Systems in accordance th. the_Federal- Aid Highway Program Manual, (Volume 4 apner 6, Section 2); now therefore, ' BE IT RESOLVED that, the Charlottesville City Council concurs with the "1985 Highway Classification" and ~"Realigne. d.Federal-Aid Highway Systems" for the City of Charlottesville as developed by the Virginia Department of Highways and Transportation, pending consideration of the following: That the funcational classification be amended to conform with the Charlottesville Area Comprehensive Transportation Planning Restudy upon completion of the study. A motion by ~Mr. Fife, ~seconded by Mrs. Rinehart that the area commonly known as the 01d Fair Grounds east of Route 29 and south of the 250 By-Pass be designed as a park and named "Meadowcreek Park" was unanimouSly ado~.d. The Council next considered amendments to the proposed Zoning Ordinance~on which a public hearing was held on October 21, 1975, all such amendments relating to the draft of such ordinance dated October, 1975 and to the zoning map as proposed by the Planning Commission, which wer~ the versions of said ordinance and map considered at such public hearing. On motion by Mrs. Rinehart, seconded by Mr. Fife page 1t0 of such proposed ordinance was amended to change the time limit for special use permits from 36 months to 18 months, by the following recorded vote. Ayes: Mr. Fife, Mr. Gilliam, Mrs. Rinehart and Mr. Van Yahres. Noes: None~ Absent: Mr. Barbour. On motion by Mr. Gilliam, seconded by Mrs. Rinehart, sections:208 and 209 on page 106 of such proposal were amended to provide for notice of site pIan review to adjacent property owners and to provide a right of appeal to the Planning Commission for such adjacent owners, by the following recorded vote. Ayes: Mr. Fife, Mr. Gilliam and Mrs. Rinehart. Noes: Mr. Van Yahres. Absent: Mr. Barbour. On motion by Mr. Gilliam, seconded by Mr. Fife, the map proposed by the Planning Commission was amended to change from B-2 Business District to B-3 Business District that property bounded on the north by the Route 250 By-Pass on the southwiest by Barracks Road, and on the southeast by the North wing of the Barracks Road Shopping Center, by the following recorded vote. Ayes: Mr. Fife, Mr. Gilliam, Mrs. Rinehart and Mr. Van Yahres. Noes: None. Absent: Mr. Barbour
