Resolution re:~ <br />Classification and <br />Federal Aid Realignment <br />of City Streets <br /> <br />Resolution re: Renaming <br />Area commonly known <br />as the "Old Faim- <br />ground" to Meadow- <br />Creek Park <br /> <br />Ordinance re: <br />Zoning Ordinance <br /> <br /> Federal-Aid Highway Act of 1973, <br />requires gi~ia Department of Highways and <br />Transportation realign the Federal-Aid Highway Systems <br />in Virginia by July 1, 1976, on the basis of their <br />anticipated functional usage; and, <br /> <br /> WHEREAS, the existing State Federal-Aid Systems, <br />with the exception of the Interstate System, will be <br />terminated on July 1, 1976; and <br /> <br /> WHEREAS, Federal Highway funds will no longer <br />be available for State roadways after July 1, 1976, unless <br />the Realigned Federal-Aid Systems have been approved by <br />the Federal Highway Admin%stration; and <br /> <br /> WHEREAS, the Virginia Department of Highways and <br />Transportation has functionally classified the State <br />Highways in accordance with the guidelines presenned in <br />the "Highway Funcational Classification Manual" (Volume <br />20, Appendix 12, Highway Planning Program Manual) and <br />developed the Realigned Federal-Aid Systems in accordance <br />th. the_Federal- Aid Highway Program Manual, (Volume 4 <br /> apner 6, Section 2); now therefore, ' <br /> <br /> BE IT RESOLVED that, the Charlottesville City Council <br />concurs with the "1985 Highway Classification" and <br />~"Realigne. d.Federal-Aid Highway Systems" for the City <br />of Charlottesville as developed by the Virginia Department <br />of Highways and Transportation, pending consideration of <br />the following: <br /> <br /> That the funcational classification be amended to <br /> conform with the Charlottesville Area Comprehensive <br /> Transportation Planning Restudy upon completion of the study. <br /> <br /> A motion by ~Mr. Fife, ~seconded by Mrs. Rinehart that the <br /> area commonly known as the 01d Fair Grounds east of Route 29 <br /> and south of the 250 By-Pass be designed as a park and named <br /> "Meadowcreek Park" was unanimouSly ado~.d. <br /> <br /> The Council next considered amendments to the proposed <br />Zoning Ordinance~on which a public hearing was held on <br />October 21, 1975, all such amendments relating to the draft <br />of such ordinance dated October, 1975 and to the zoning map <br />as proposed by the Planning Commission, which wer~ the versions <br />of said ordinance and map considered at such public hearing. <br /> <br /> On motion by Mrs. Rinehart, seconded by Mr. Fife page <br /> <br />1t0 of such proposed ordinance was amended to change the time <br />limit for special use permits from 36 months to 18 months, by <br />the following recorded vote. Ayes: Mr. Fife, Mr. Gilliam, <br />Mrs. Rinehart and Mr. Van Yahres. Noes: None~ Absent: Mr. <br />Barbour. <br /> <br /> On motion by Mr. Gilliam, seconded by Mrs. Rinehart, <br />sections:208 and 209 on page 106 of such proposal were amended <br />to provide for notice of site pIan review to adjacent property <br />owners and to provide a right of appeal to the Planning Commission <br />for such adjacent owners, by the following recorded vote. <br />Ayes: Mr. Fife, Mr. Gilliam and Mrs. Rinehart. Noes: Mr. <br /> <br />Van Yahres. Absent: Mr. Barbour. <br /> <br /> On motion by Mr. Gilliam, seconded by Mr. Fife, the map <br />proposed by the Planning Commission was amended to change <br />from B-2 Business District to B-3 Business District that property <br />bounded on the north by the Route 250 By-Pass on the southwiest <br />by Barracks Road, and on the southeast by the North wing of <br />the Barracks Road Shopping Center, by the following recorded <br />vote. Ayes: Mr. Fife, Mr. Gilliam, Mrs. Rinehart and Mr. <br /> <br />Van Yahres. Noes: None. Absent: Mr. Barbour <br /> <br /> <br />
