Request re: Appropriation - $12,500 - Bicentennial Information Center Request re: Transfer of Funds - $3700 from Research and Info. to Bicentennial Info. Center Acceptance of Bids: Tonsler Park Request re: Placement of Plaques at City owned Property Resolution re: Raffle permit for the Virginia Fraternal Congress The City Manager advised the Council that under the contract with the State we will be provided with $12,500 for the remainder of this fiscal year to operate the Bicentennial Information Center and stated that this amount needs to be appropriated so that it can be spent. On motion by Mr~ Van Yahres, seconded by Mr, Fife the following resolution was offered and carried over to the next meeting for consideration, BE IT RESOLVED by the Council of the City of Charlottesville that $12,500 be and the same is hereby appropriated from the General Fund for operation of the Bicentennial Information Center. Mr, Hendrix also stated that $3700 needs to be reallocated from the Research and Information Budget to pay expenses not reimbursed by the state for operation of the Bicentennial Information Center. On motion by Mr. Gilliam, seconded by Mr. Van Yahres, $3700 was transferred from the Research and Information Budget to Bicentennial Information Center. The City Manager presented construction bids on Tonsler Park Improvements and stated that Deerfield Enterprises, Inc. was the lowest bid at $73,982. He stated that the City has appropriated $86,009 for this project which would include purchase of playground equipment and architects fees and recommended that the bid from Deerfield Enterprises be accepted. On motion by Mrs, Rinehart, seconded by Mr. Gilliam the foregoing recommendation was unanimously adopted. A motion by Mrs. Rinehart, seconded by Mr. Van Yahres that the City erect an identifying plaque with some historical background on Benjamin Tonsler at the Tonsler Playground; and also plaques be erected at other places or buildings acquired by the City, was unanimously adopted. \ On motion by Mr. Gilliam, seconded by Mr. Fife the following resolution was unanimously adopted. I~EREAS, the Virginia Fraternal Congress has duly applied fora permit to conduct raffles in compliance with ~19-36 of the Code of the City of Charlottesville, 1965, as amended; and WHEREAS, it has been determined that the Virginia Fraternal Congress meets the qualifications as outlined in §19-36; NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Charlottesville that a oermit be granted to the Virginia Fraternal Congress to conduct raffles in accordance with all the orovisions of §19-36 of the Code of the City of Charlottesville for a period of one year from the date of this resolution; and BE IT FURTHER RESOLVED that the Clerk of the Council be directed to send a copy of this resolution to the Secretary of the Virginia Fraternal Congress.
