He suggested and requested that the <br />55 propertY owners be assessed a total of $300,000 based on their <br />respective share of the appraised value of properties abutting on <br />the Mall and requested that the property owners be permitted to pay <br />the assessment in five equal installments, with the fi=st installment <br />due December 15, 1977 with interest from December 5, 1976 at the rate <br />of 5.5% per annum on the unpaid balance. Mr.. George Cook addressed <br />the Council in opposition to the assessment. Mr. George Bowles <br />representing National Bank and Trust Company, questioned National <br />Bank's assessment and Mr. Forrest Towe objected to the assessment. <br />An ordinance entitled "AN ORDINANCE AFFIRMING THE CREATION OF A <br />SPECIAL ASSESSMENT DISTRICT PURSUANT TO §~15.1-239 ET. SEQ. OF <br />THE CODE OF VIRGINIA; ESTABLISHING THE PORTION OF PROJECT COSTS <br />TO BE LEVIEDAS AN ASSESSMENT ON THE PROPERTIES IN SUCH DISTRICT; <br />RECITING THE FINDINGS ~OF THE CITY COUNCIL IN REGARD TO THE BENEFITS <br />ACCRUING TO PROPERTIES WITHIN SAID DISTRICT; ESTABLISHING THE AMOUNT <br />OF THE ASSESSMENT TO BE LEVIED ON EACH SUCH PROPERTY; LEVYING SAID <br />ASSESSMENTS AND PROVIDING FOR THE TIME, MANNER AND TERMS OF THE <br />COLLECTION THEREOF," was~offered by Mr. Barbour, seconded by Mr. <br />Brunton and carried over to the next meeting for consideration. <br /> <br /> On motion by Mr. Brunton, Mr. Rees J. Frescoln was appointed <br /> to the Community Attention Home Board, by unanimous vote. <br /> <br /> Mr. F. Warren. Martin, represting the Charlottesville-Albemarle <br /> Post No. 7~4 of the American Legion, addressed the Council and <br /> requested permission to move the Memorial in the traffic island <br /> at the juncture of High Street, Market Street and Preston Avenue <br /> to a new location near City Hall. He stated that this site would <br /> allow easy access by pedestrians and persons Wishing to participate <br /> in ceremonies held at the Memorial on special occasions and ample <br /> parking would be available in the City Garage. He also stated <br /> it would be an attractive addition to the now closed portion of <br /> Main Street and a fitting extension of the Mall. On motion by <br /> ~ir. Gatewood, seconded by Mr. Brunton the foregoing request was <br /> approved. <br /> <br /> A report was presented from the City Manager concerning the <br /> Athletic League, Boxing Program. He stated that the program needs <br /> approximately $3,000 worth of equipment in order to safely serve <br /> the number of young people now in the program and stated that <br /> these funds could be acquired through Community Development Revenue <br /> Sharing as long as the equipment remains a property of the City <br /> and is used as part of a recreational program serving low income <br /> and moderate income youth or the money could be appropriated frOm <br /> <br /> <br />
