Consideration re: <br />Appropriation - <br />$400,000 - Capital <br />Fund <br /> <br />Resolution re: <br />Bicycle Plan as <br />an element of City's <br />Comprehensive Plan <br /> <br />Consideration re: <br />Release of Madison <br />House Funds <br /> <br />179 <br /> <br /> drain line and fill line. He stated that unless the majority <br /> of these deficiencies are corrected, we will be unable to open <br /> Washington Park Swimming Pool next summer. He stated that the <br /> cost Of these repairs is estimated at approximately $21,000 with <br /> the bulk of the funds needed for new filter tanks. He also <br /> stated that new pool deck furniture is needed at an approximate <br /> cost of $3,000 and the installation of a pre-mixed push button <br /> shower system at approximately $2,000 and recommended that an <br /> appropriation of $26,000 be made in order to make the necessary <br /> repairs before the swimming season next year. On motion by Mr. <br /> Barbour, seconded by Mr. Fife the following resolution was <br /> offered and carried over to the next meeting for consideranion. <br /> <br /> BE IT RESOLVED by the Council of the City of <br /> Charlottesville that $26,000 be and the same is hereby appropriated <br /> from the Capital Fund for repairs to Washington Park Pool. <br /> <br /> The City Manager advised the Council that the carry over <br />balance from fiscal year 1975-76 is larger than was anticipated <br />in the budget and recommended that $400,000 of this amount be <br />transferred to the Capital I~provements Fund for future capital <br />projects. On motion by Mr. Barbour, seconded by Mr. Fife the <br />following resolution was offered and carried over to the next <br />meeting for consideration. <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville that $400,000 be and the same is hereby <br />appropriated as a transfer from the General Fund to the Capital <br />Improvemenns Fund. <br /> <br /> On motion by Mr. Brunton, seconded by Mr. Fife the following <br />resolution was unanimously adopted. <br /> <br /> WHEREAS, on April 14, 1976, the Planning Commission held <br />a public hearing to receive recommendations from 'the public and <br />to consider adoption of the Bicycle Plan as an element of the <br />City's Comprehensive Plan; and <br /> <br /> WHEREAS, the Planning Commission has recommended that the <br />section of the Bicycle Plan entitled Introduction; Goals, <br />Objectives and Policies; Bicycle Location Criteria; and the <br />Bicycle Plan Map be adooted as an element of the City's <br />Comprehensive Plan; and <br /> <br /> WHEREAS, the Planning Commission has now certified its <br />report to the City Council; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the <br />City of Charlottesville, that the recommended sections of the <br />Bicycle Plan are hereby adopted as an element of the City's <br />Comprehensive Plan. <br /> <br /> A communication was presented from the Director of Planning <br /> <br />and Community Development recommended that the City Council approve <br />the release of the remaining $4,000 of the City's appropriation <br />to Madison House because the residents of the City receive <br />numerous benefits from the investment of $8,000 in Madison House <br />activities. Mr. Gatewood stated that it was his impression that the <br />City would contribute $3,000 to ~dison?.House over and above the <br />real estate taxes and the taxes are approximately $3,000. Mr. <br />Gatewood moved that $2,000 be released to Madison House, which <br />motion died for lack of a second. Mr. Fife stated that he felt <br />that this contribution should be disassociated from real estate <br /> <br /> <br />
