Consideration re: <br />Ordinance - <br />Historic Preser- <br />vation <br /> <br />Monticello Area <br />Community Action <br />Agency <br />Presentation <br /> <br />Garrett Street <br />Project <br /> <br /> An ordinance e~i.tled "AN ORDINANCE TO AMEND AND REORDAIN <br /> ARTICLE XVI OF CHAPTER 31 OF THE CODE OF THE CITY OF CHARLOTTESVILLE, <br /> 1976, BY AMENDING SECTIONS 31-128, 31-130, 31-141 AND 31-146, <br /> ADDING 31-127.1, 31-127.2, 31-138.1, 31-139.1, 31-139.2, 31-139.3, <br /> 31-139.4, 31-140.1, 31-140.2 AND 31-147.1 RELATING TO HISTORIC <br /> PRESERVATION AND ARCHITECTURAL DESIGN CONTROLS UNDER THE CITY <br /> <br /> ZONING ORDINANCE," was offered by Mr. Brunton, seconded by Mr. Gate- <br /> wood and carried over to the next meeting for consideration. <br /> <br /> Mrs. Kathy Garcia, President of the Virginia Law Women, <br /> presented to the Council a copy of their handbook "LEGAL RIGHTS <br /> AS A WOMEN: A HANDBOOK FOR YIRGINIANS." <br /> <br /> Mrs. Vivian Gordon, Chairperson of the Monticello Area Community <br /> Action Agency addressed the Council and expressed conc'ern over the <br /> fact that the Jefferson Area Board of Aging had not renewed its <br /> contract with MACAA for the Nutrition Program for Senior Citizens <br /> and this contract would be running out at the end of November. <br /> Several members of the MACAA Board and senior citizens addressed <br /> the Council expressing their concern over JABA's refusal to renew <br /> this contract. The Mayor stated that the Council did not <br /> have the contract power; inithis matter, that the Jefferson Area <br /> Board for Aging has the legal responsibility and the ultimate <br /> control over it; and what the Council can do is very minimal. The <br /> Mayor stated that she~would meet with the Chairmen of both agencies <br /> to attempt to resolve the dispute but wanted to make it clear that <br /> should could not guarantee the final ouncome. <br /> <br /> Mr. Hendrix stated that the staff has been working with the <br />committee set up by the Mayor to try to get the Garrett Street single <br />family housing project underway. After a good deal of discussion <br />and work on the particular project the staff and committee feel <br />City Council should consider requesting the Housing Authority to <br />beging the engineering and grading for the single family site <br />in Garrett Street. This will require an amendment to the <br />existing Garrett Street Urban Renewal Plan. The amendment needs <br />to be requested by the City Council and they formally submitted <br />to Council by the Charlottesville RedeVelopment and Housing <br />Authority. The present plan should be amended to include the site <br />that has been selected for single family housing. The Authority <br />could then use urban renewal funds to complete the project grading, <br />and street and utility work. Mr. Eife moved and Mr. Barbour <br />seconded that the Council request the Housing Authority to prepare <br />such an amendment to the Garrett Street Urban Renewal Plan and <br />present it for formal Council consideration.
