Resolution re: Approving Grants for the Convervation Council A communication was presented from Mrs. Elizabeth Conant stating that the Ivy Creek Natural Area Project Committee has witten a grant application to HEW for a program development for the use of the Rann Preserve for the study of acquatic ecology and field biology and requested that the application be approved. On motion by Mr. Fife, seconded by Mr. Barbour the following resolution was unanimously adopted. WHEREAS, the Conservation Council of Virginia and the Ivy Creek Natural Area Project Committee have developed and submitted a grant application to the U. S. Department of Health, Education and Welfare for development of an educational program fOr the Ivy~ Creek Natural Area (Rann Preserve); and WHEREAS, Chis proposed grant program would be consistent with and of benefit to the plans of the City of Charlottesville and County of Albemarle for purchase and development of the Ivy Creek Natural Area with Bureau of Outdoor Recreation funding; and WHEREAS, the Thomas Jefferson Planning District Commission has given favorable comment on such grant application in its A95 review of such project, contingent on the agreement of the City Council and the Board of Supervisors of Albemarle County; now, therefore, BE IT RESOLVED by the Council of the City of Charlottes- ville that the City endorses the aforesaid grant application to the Department of Health, Education and Welfare; and be it further RESOLVED that the Clerk of the Council be directed to send a copy of this resolution to the Thomas Jefferson Planning Districn Commission, to the Conservation Council of Virginia and the Chairman of the Ivy .Creed Natural Area Project Committee and to the Board of Supervisors of Albemarle County. Resolution re: Mr. William Mitchell addressed the Council and presented a State Reimbursement Rates for the District report on the current charg~ and actual cost of care of public Home assistance recipients~at the District Home. He stated that the current charge established by the State is $230 per month, but the actual cost of care is approximately $400 per month. He stated that the State would only pay one half of the charge as established by the State. He requested that the Council adopt a resolution to the General Assembly requesting an increase in the rate that is permissable for adult homes to charge residents who are public assistance recipients. On motion by Mr. Barbour, seconded by Mr. Gatewood the following resolution, was unanimously adopted. WHEREAS the City of Charlottesville is a member of the Board of Directors of the District Home for the Aging located in Waynesboro, Virginia; and WHEREAS the City of Charlottesville provides financial aid .to the District Home Board on the basis of resident indigents housed in the District Home; and WHEREAS the reimbursement rate established by the State Department of Welfare for off-setting costs of housing indigents does not come close to equalli~ng actual.costs; NOW THEREFORE BE IT RESOLVED by the City.Council~Of.~.the City~QfuCharlottesville that the City of Charlottesville respect- fully requests the General Assembly to enact legislation which will provide reimbursement tO the ~istrict Home, by the State Welfare Department, on the basis of actual cost in order that the difference between actual cost.and the present reimbursement rate be borne by the State government rather than the member local governments; and BE IT FURTHER RESOLVED that the Clerk of the Council be directed to send a copy of this resolution to Senator J. Harry Michael, Jr., Representatives Thomas J. Michie and James B. Murray.
