Resolution re: <br />Pavement Marking <br />Demonstration <br /> Program <br /> <br />Communication re: <br />Planning Commission <br />on Highway Construct- <br />ion priorities & <br />Council priorities <br />on Highway Construct- <br />ion <br /> <br />On motion by Mr. Barbour, seconded by Mr. Fife the following <br /> <br />resolution was unanimously adopted. <br /> <br /> WHEREAS, it has come to the City's attention that Federal <br />funds are available, through the State, for pavement marking <br />demonstration program, and that such funds are available without <br />charge to our Urban system allocation; and <br /> <br /> WHEREAS, the City. intends, during 1978, to resurface <br />a substantial portion of its arterial and collector street <br />mileage, including Emmet Street and Cherry Avenue among others; <br />and <br /> <br /> WHEREAS, the scope of this paving work presents an <br />opportunity to demonstrate the possible benefits of extruded <br />thermoplastic pavement marking to the City Of Charlottesville. <br /> <br /> THEREFORE, BE IT RESOLVED by the City Council of the <br />City of Charlottesville, that the Virginia Department of Highways <br />and Transportation is hereby requested to initiate and administer <br />a contract to install extruded thermoplastic pavement markings <br />on Route 29 (entire length), Cleveland Avenue-Cherry Avenue- <br />Elliott Avenue (entire length), Preston Avenue from 10th Street <br />to Rugby Road, 250 Bypass from Route 29 to beginning of new <br />paving (both directions) and from D~iry Road to Southern Railroad <br />(eastbound lanes), Meadowbrook Heights Road (entire length), <br />Arlington Boulevard (entire length), Rose Hill Drive from <br />Amherst Street to Preston Avenue, Market Street from 9th to City <br />limitS, and such other streets that may be brought to the <br />attention of the Department as suitable for inclusion in such <br />a contract; and <br /> <br /> BE IT FURTHER RESOLVED that the City Manager or his <br />designee is hereby authorized to work with the Department as <br />to the exact location and type of markings to be installed and to <br />provide such other assistance as-may be necessary; and <br /> <br /> BE IT FURTHER RESOLVED that the Clerk of the Council <br />shall send a copy of this Resolution to the Virginia Department <br />of Highways and Transportation. <br /> <br />A communication was presented from the Planning Commission <br /> <br />recommending the following highway construction priorities <br />pursuant to a public hearing held on January 10, 1978. 1. <br />McIntire Road; 2. West Main Street; 3. Long Street Improve- <br /> <br />ments; 4. Hydraulic Road; 5. <br />street widening improvements; 6. <br /> <br />Signal, intersection, and <br /> <br /> Emmett Street widening from <br /> <br />Massie Road to!tvy:Road;~..~;7.~f.~Emmett' Street widening from-~,. <br /> <br />Ivy-Road to Jefferson Park Avenue. The City Manager stated that <br />the Council is now in a position to adopt a list of priorities <br /> <br />accePting what the Planning Commission has recommended or making <br /> <br />changes as desired, but resolutions to the Highway Department <br />are essential to get the projects started. He recommended that <br /> <br />City Counc±l consider adopting a priority schedule taking five <br />projects from that list and adopting a resolution for each of <br />them and send the resolutions to the Highway Department. He <br />also stated that-within a reasonable length of time we ~eed to <br /> <br />be prepared to give the Highway Department what our design <br />concerns are and how we think these problems can best be solved. <br /> <br />On motion by Mr. Brun~on, seconded by Mr. Fife, McIntire Road- <br />Scenic Highway was designated as priority number one. On motion <br /> <br />by Mr. Barbour, seconded by Mr. Fife, Hydraulic Road was <br />designated priority number two. On motion by Mr. Gatewood, <br />seconded by Mr. Fife, West Main Street was designated as <br />priority number three. On motion by Mr. Barbour, seconded by <br /> <br />Mr. Fife, Long Street Improvements were designated as priority <br />number four. On motion by Mr. Gatewood, seconded by Mr. Barbour, <br /> <br />signals, intersections, and street widening improvements were <br /> <br />designated as priority number five. <br /> <br /> <br />
