3.50 <br /> <br />Presentation re: <br />Urban Observatory <br />Energy Study <br /> <br />Presentation re: <br />Vinegar Hill Urban <br />Renewal Funds <br /> <br /> Mr. LeRoy S. Fletcher, Chairman, Department of Mechanical <br />and Areospace Engineering at the University of Virginia, <br />presented a report entitled "AN EVALUATION OF ENERGY USE <br />IN CHARLOTTESVILLE PUBLIC BUILDINGS AND FACILITIES." The report <br />analyzes electricity use, natural gas and fuel oil consumption <br />on a monthly basis of fifty-one individual city properties. He <br />stated the research has determined that the total energy use <br />in Charlottesville City Facilities has increased only about <br />8% over the past five years. However, the increase in the <br />City's energy use has not been excessive'. The report contains <br />several recommendations for a more effective energy conservation <br />program, such as solar collector facilitieS for heating water <br />in indoor swimming pools; eliminate heating of large indoor <br />parking areas including fire tr~uck garages and equip all <br />electric buildings with alternate heating systems where <br />possible. The Mayor requested a response from the staff <br />concerning the report in about thirty days. <br /> Mrs. Virginia Schatz on behalf of the Planning Commission <br /> addressed the Council and presented the following recommendations <br /> from the Plann~ng Commission on the use of the Close-Out Funds <br /> <br />from the Vinegar Hill Project: <br /> <br /> 1. That the downtown pedestrian mall be extended from <br /> First Street to Vinegar Hill with the surplus monies <br /> available in the Vinegar Hill Project, and that City <br /> Council should make provisions for tax incentives <br /> for unified development of Vinegar Hill. City <br /> Council may~ also wish to consider such tax incentives <br /> for other areas of the City. It was also the feeling <br /> of the'Commission that the provate development <br /> corporation idea should be looked upon favorably but <br /> not necessarily from these monies. <br /> <br /> 2. Use the funds in some manner to write down the <br /> relatively high cost of the Vinegar Hill project <br /> and/or to provide a parking garage or other physical <br /> amenities in the Vinegar Hill area. <br /> <br /> 3. Creation of a private development corporation with the <br /> economic development team adequately funded to <br /> accomplish the objectives of unified Vinegar Hill <br /> development and Other development areas within the <br /> City. <br /> <br /> Mr. Rich Collins, Chairman of the Charlottesville <br /> Redevelopment and Housing Authority addressed the Council and <br /> stated that the Authority basically agrees with the recommendations <br /> of the Planning Commission and the Charlottesville Development <br /> Group. He stated that the commission believes that <br /> eventually the mall should be extended to Vinegar Hill, but <br /> does not endorse use of funds for this purpose at this time. <br /> But the commission endorses use of these funds to provide seed <br /> money and to recruit leadership for a Downtown Urban Development <br /> Corporation which would involve both business and government <br /> <br />in cooperative programs. <br /> Mr. Mitchell Van Yahres, Chairman of the Charlottesville <br />Development Group addressed the~Council and presented the <br />following recommendation of the Group: that the Charlottesville <br />Development Group endorses the use of the remaining Vinegar Hill <br />Urban Renewal monies for the purpose of extending a pedestrian <br />mall including a strong linkage to the Vinegar Hill tract.
