That a n be made to Council at its <br /> April .3~ that a non-profit Economic <br /> Development Corporation, that is structured so as <br /> to qualify for Community Development Block Grant <br /> Funds, be organized. <br /> <br /> 2. That $25,000 be provided as working capital and <br /> operating funds' for this corporation. <br /> <br /> 3. This corporation should be sponsored and directed by <br /> business people and be generally charged with <br /> providing the leadership for economic development <br /> which the Labovitz report said was lacking. <br /> <br /> 4. Further, this corporation should be specifically <br /> charged with the responsibility of arranging <br /> financing and development of Vinegar Hill tract. <br /> <br /> 5.Adequate minority representation should be provided <br /> in the activities of the corporation. <br /> <br /> 6. That the corporation be organized and funded and the <br /> Director appointed with in 90 days. <br /> <br /> The MaYor stated that a public hearing would be held on <br /> April 17th on proceeding with either extension of the Mall or <br /> other proposals by the public on the use. of the Vinegar'Hill <br /> Close-Out Funds. <br /> <br /> Mr. Gene Arrington, Executive Director of the Charlottesville <br /> Redevelopment and Housing Authority addressed the Council and <br /> presented a House Bank Program Administrative Plan which <br /> recommends the .acquisition, rehabilitation and sale of <br /> substandard single family dwelling units directed towards the <br /> preservation of neighborhoods. The proposal also recoi~ended <br /> that only those structures determined to be structurally <br /> feasible for rehabilitation, be subject to inclusion in the <br /> program, the inclusion of only those dwellings in which <br /> rehabilitation is determined to be financially feasible and the <br /> sale of house bank properties at a price equal to the invest- <br /> menn cost. On motion by Mr. Fife, seconded by Mr. Barbour the <br /> proposed House Bank Program, was unanimously approved. <br /> <br /> Mr. Dave Baldwin of the Charlottesville Redevelopment and <br /> Housing Authority addressed the Council and presented <br /> administrative procedures for the City Housing Rehabilitation <br /> Program conducted through the Charlottesville Housing <br /> Improvement Program. The procedures contain the following <br /> revisions: 1. Definition of qualified applicants; 2. Income <br /> limit; 3. Grant formula; 4. Structure feasibility; 5. <br /> Extension of rehab standards; and 6. CHIP required income <br /> standards. On motion by Mr. Barbour, seconded by Mr. Fife <br /> the foregoing amendments were unanimously approved. <br /> <br /> The resolution appropriating $2,027 for equipment for <br /> <br />the General District Courn Clerk's Office, which was offered <br />at the meeting of the Council on March 20, 1978, was adopted <br />by the following recorded vote. Ayes: Mr. Barbour, Mr. <br />Brunton, Mr. Fife, Mr. Gatewood and Mrs.Q'Brien. Noes: None. <br /> <br /> On motion by Mr. Brunton, seconded by Mr. Gatewood the <br />following resoution was adopted by the following recorded vote. <br />Ayes: Mr. Barbour, Mr. Brunton, Mr. Fife, Mr. Gatewood and <br />Mrs. O'Brien.
