4.16 <br /> <br />Ordinance re: Closing <br />& Vacating Unopened <br />Linden Street <br /> <br />Ordinance re: Authorizing <br />the sale of property at <br />500 llth Street <br /> <br />Consideration re: Rezoning <br />properties on North First <br />Street from R-3 to R-2 <br /> <br />following three Qptions: a. Removal of only the meters <br />between Water and Market Streets; b. Removal of all the <br />on street meters in the Central Business District; and c. <br />Removal of all of the on-street meters in the Central <br />Business District, accomplished in two stages, First <br />removing all the meters between Market Street and Water <br />Street; and at a later time removing the remainder of the <br />on-street meters in the Central Business DistriCt; 2. <br />Raising the rates on parking meters located in city parking <br />lots from 5¢ per hour to 10¢ per hour; 3. Consider <br />removing meters on West Main Street if requested by adjacent <br />businesses; 4. Replacing removed meters with a two'hour <br />free parking limitation; and 5. Holding a public hearing <br />on this issue before making a final decision. Mr. Bill <br />Downer, President of D.C.I. addressed the Council in <br />support of the proposal. A motion by Mrs. O'Brien, <br />seconded by'Mr. Buck, that a public hearing be held on <br />September 5th on this proposal, was unanimously adopted. <br /> <br /> An ordinance entitled "AN ORDINANCE CLOSING, VACATING <br /> <br /> AND DISCONTINUING UNOPENED LINDEN STREET IN THE CITY OF <br /> CHARLOTTESVILLE,'! which was offered at the meeting of the <br /> Council on August 7,. 1978, was adopted by the following <br /> recorded vote. ~Ayes: Mr. Brunton, Mr. Buck, Mr. Gatewood <br /> and Mrs. O'Brien. No~s: None. Absent: Mr. Albro. <br /> <br /> An ordinance entitled "AN ORDINANCE AUTHORIZING THE <br /> <br /> SALE OF CITY PROPERTY LOCATED AT llTH AND WEST STREETS, <br /> N.W.,"~which was offered at the meeting of the Council on <br /> August 7, 1978, was adopted by the following recorded vote. <br /> Ayes: Mr. Brunton, Mr.. Buck, Mr.~ .Gatewood~'andl~r~s. O'Brien. <br /> Noes: None. Absent: Mr. Albro. <br /> <br /> A communication was~presented from the Planning Co~ission <br /> recommending that a petition to rezone from R-3 to R-3 <br /> properties located at 408, 409, 411, 412, 415, 416, 422, 433, <br /> 436, 504,~ 512, 514., 5'18, 521, 522, 526-28, 530, 531, 532 and <br /> 533 be approved with .the exception of 416 North First Street <br /> for the following reasons: 1. The rezoning will not have <br /> <br /> an adverse effect on the surrounding neighborhood; 2. It <br /> <br /> will facilitate preservation of the historic character <br /> <br /> of the area; 3. It will help preserve the single-family, <br /> home ownership trend which is developing in the North <br /> Downtown Area; 4. ~There has been a substantial change <br /> in circumstances in the area since the adoption of the <br /> present zoning in terms of tenure and age of residents; <br /> <br /> 5. The ~!9.90 Land_Use Plan supports the rezoning for those <br /> properties; and 6. The Potential development that could <br /> occur on two properties (504L~and 5.12) would be in.compatible <br /> with the trend and character of the neighborhood around <br /> them.
