444 <br /> <br />Resolution re: Accepting <br />portions of Meridian Street <br />Rougemont Avenue, Leigh <br />Place and Grimes Place <br />into the City Street <br />System <br /> <br /> 3. The City further agrees that if such project <br /> is established as herein requested, and thereafter <br /> the City elects not to continue with such <br /> project to~completion, the City will repay the <br /> Department for 100% of the costs incurred by <br /> the Department up to the time of such action by <br /> the City terminating such project. <br /> <br /> A staf~ report was presented stating that Meridian <br />Street between Rockland Avenue and Stonehenge Avenue and <br />Rougemont Avenue from Castalia Street east 240 feet have <br />been constructed to City standards and recommended that <br />these streets be accepted into 'the City street system <br /> <br />for maintenance. <br /> A staff report was also presented stating that Leigh <br />Place and Grimes Place have been build to City standards <br />and recommending that they be accepted into the City <br /> <br />Resolution re: Approving <br />Regional Library Project <br />subject to certain <br />conditions <br /> <br />street system for maintenance. <br /> On motion by Mrs. O'Brien, seconded by Mr. Gatewood <br />the foregoing recommendations wasunanimouAly adopted. <br /> On motion by Mrs. O'Brien, seconded by Mr. Albro the <br />following resolution was unanimously adopted. <br /> <br /> BE IT. RESOLVED by the Council of the City of <br />Charlottesville that the Council hereby conveys to the <br />Board Of Supervisors of Albemarle County and the <br />Jefferson-Madison Regional Library its willingness to <br />proceed with the renovation of the former United States <br />Post Office Building and the McIntire Library Building <br />for use by the Jefferson-Madison Regional Library, s~bject <br />to the follOwing conditions: <br /> <br /> (1) The Council and Board of Supervisors <br /> approve of the plans for Phase 1 of the renovations as <br /> presented by the architects. <br /> <br /> (2) The Council and Board of Supervisors are <br /> each prepared to appropriate $800,000 from their respective <br /> jurisdictions for the renovation work. <br /> <br /> (3) The available public funds ($1,600,000) <br /> and private funds ($215,000) are only sufficient to <br /> complete the projected work encompassed by Phase 1 <br /> ($1,624,271). It is estimated that Phase 2 will cost <br /> $509,564 and work on that phase would commence in three <br /> to five years. To cover the projected short fall the <br /> jefferson-MadisOn Regional Library Board will make <br /> the following efforts: <br /> <br /> (a) Attempt to raise additional private funds, <br /> <br /> (b) reduce the cost of Phase 2 such as limiting <br /> the renovation of the third floor of the <br /> Post Office Building to painting and minor <br /> repairs, for a savings of about $100,000, <br /> and <br /> <br />(c) <br /> <br />work with the City and County to obtain <br />the most favorable terms from the GenerAl <br />Services Administration for the continued <br />ocDupancy of the third floor by the <br />Federal Court. <br /> <br /> (4). The Council and Board of Supervisors are not <br />committed to appropriate any funds for Phase 1 or Phase 2 <br />in addition to the total of $1,600,000 noted above. <br /> <br /> (5) The bidding and construction of Phase 1 will <br />be administered by the City and County as agreed upon by <br />the Joint Library Building Committee. In the administration <br />of construction should the 2% contingencies provided in <br />the project budget be inadequate any additional <br />contingency needs shall be taken from Phase 1 budget. <br /> <br /> <br />
