Joint Public Hearing w/ <br />the Housing Authority: <br />Resolution creating a <br />Housing Advisory Committee <br /> <br /> A joint public hearing was held on this date with <br /> <br />the Charlottesville Redevelopment and Housing Authority <br />on a proposed resolution which would create a Housing <br />Advisory Committee. Mr. Francis Fife expressed his <br />endorsement of the proposed resolution. Mrs. Jean <br />Minehart on behalf of the League of Women Voters addressed <br />the Council in support of the proposed resolution and Mr. <br />Larry Whitlock of the Jefferson Park Avenue Neighborhood <br />Association expressed his endorsement. The City Council <br />meeting was temporarily recessed to give the Housing <br />Authority Board an opportunity to act on this resolution. <br />The City Council then resumed session. On motion by <br /> Mrs. O'Brien, seconded by Mr. Albro the following resolution <br /> <br />was unanimously adopted. <br /> <br /> WHEREAS, in order to more fully address the <br />housing needs of the citizens of Charlottesville, it is <br />considered desirable to organize a Housing Advisory <br />Committee whose purpose it shall be to advise the City <br />Councilors and Authority Commissioners as to the housing <br />requirements, of the community and recommend possible <br />solutions to those requirements. <br /> NOW, THEREFORE, BE IT RESOLVED by the Council <br /> of the City of Charlottesville that the Commissioners <br /> of the Charlottesville Redevelopment and Housing Authority <br /> that: <br /> <br />There is hereby created a Housing Advisory <br />Committee whose duty it shall be to advise <br />the Authority Commissioners on general <br />concerns relating to housing policy and the <br />operation of housing projects and programs <br />of the Charlottesville Redevelopment and <br />Housing Authority. <br /> <br /> The Committee shall be composed of nine <br /> residents of the City of Charlottesville, <br /> two of whom shall be tenants of public <br /> housing projects operated by the Authority; <br /> <br /> The Committee shall be appointed by the <br /> Commissioners of the Authority and that of <br /> the members at first appointed three shall <br /> be appointed for terms of one year, three <br /> for terms of two years and three for terms <br /> of three years, respectively. Thereafter <br /> all appointments shall be for terms of <br /> three years duration except appointments <br /> to fill vacancies which shall be for the <br /> unexpired term. <br /> <br />The Committee shall have a Chairman, Vice <br />Chairman and Secretary to be elected from <br />the members of the Committee upon <br />organization and annually thereafter in <br />the month of November. The Chairman shall <br />preside at all meetings with the Vice <br />Chairman acting in the absence or <br />incapacity of the Chairman. The Secretary <br />shall prepare and maintain all minutes of <br />meetings; <br /> <br />The duties of the Committee shall include <br />but not be limited to the following: <br /> <br />ao <br /> <br />Provide a forum for the c,oordination of <br />all public and private housing efforts, <br /> <br />Advise the Commissioners of all new <br />programs, <br /> <br />Advise the Commissioners on the <br />improvement or deletion of existing <br />programs, <br /> <br />Assist in the development and annual <br />review of the HouSing Assistance Program, <br /> <br /> <br />
