Request re: MACAA Fuel <br />Relief Program (Cont) <br /> <br />Consideration re: <br />Appropriation - $15,000 <br />MACAA-Fuel Relief <br />Program <br /> <br />e?~!!~iv~luate programs which receive public <br /> financing and advise the Commissioners <br /> on the appropriateness of the funding, <br /> <br />Develop methods to seek out new sources <br />of funding and assist the private sector <br />in securing the funds, <br /> <br />go <br /> <br />Determine ways to assist the private <br />sector in providing a variety of housing <br />opportunities, <br /> <br />ho <br /> <br />Determine ways to assist in seeking <br />interjurisdictional cooperation in housing <br />programs; <br /> <br />The Committee shall meet. not less than ten times <br />each year, preferably monthly, at the call of <br />Chairman. Meetings may also be called upon <br />written request of at least three membems. A <br />quorum shall consist of any five members present. <br />Ail meetings shall be subject to the Virginia <br />Freedom of Information Act. <br /> <br />The Committee shall be provided with part time <br />staff services under the director of the <br />Deputy Director of the Housing Authority. <br /> <br />A communication was presented from the Social <br /> <br />Development Commission recommending that the request from <br />MACAA for $15,000 to operate a Utility Relief Program be <br />granted with the following conditions: 1. Ail other <br /> <br />sources of money should be used prior to using city funds; <br />2. The money should be in the form of a loan and if funds <br /> <br />are available at the end of the program MACAA should <br /> <br />reimburse the City; 3. The funds should be given in two <br />installments of $7,500 each in November 1978 and January <br />1979; 4. City Council should communicate to our <br /> <br />representatives in the U. S. Senate their support of <br /> <br />Federal money for emergency fuel assistance; 5. MACAA <br /> <br />should continue to keep accurate records of families <br /> <br />served and money spent; 6. Ail families helped should be <br /> <br />referred for winterization; 7. MACAA should attempt to <br /> <br />raise money from other sources; and 8. A limit of <br /> <br />$100.00 per house hold for city funds should be imposed. <br />Mrs. O'Brien commented that the Council now has a much <br /> <br />more thorough review of the program and she endorses the <br /> <br />conditions as set forth by the Social Development Commission <br /> <br />and she hoped the Social Services Commission found this <br /> <br />type of project in line with what the commission should be <br /> <br />doing. Mr. Gatewood questioned why this was being done <br />before an emergency arises. The City Manager responded <br /> <br />that this has been a problem for a number of years and <br /> <br />that there was every reason to believe it would be a <br /> <br />problem again this year. A motion by Mrs. O'Brien, <br /> <br />seconded by Mr. Buck that the request from MACAA to <br /> <br />operate a Utility Relief Program be approved subject to <br />the conditions setforth by the Social Development <br /> <br />Commission, was unanimously adopted. <br /> <br /> On motion by Mrs. O'Brien, seconded by Mr. Buck <br />the following resolution was offered and carried over <br /> <br />to the next meeting for consideration. <br /> <br /> BE IT RESOLVED by the Council Of the City of <br />Charlottesville that the sum of $15,000 is hereby <br />appropriated from the unappropriated balance of the <br /> <br />449 <br /> <br /> <br />
