Presentation: Ch'vill-Alb. Clean Community Committee Presentation: Annual Financial Report Consideration re: Appropriation General Fund to expenditure account 01-42130 as a grant to the Monticello Area Community Action Agency for use in conducting-a program of winter fuel relief for needy citiZens of the city. Such grant shall be subject to the eight conditionS recommended to be imposed thereon by a motion adopted by the Social Development Commission on October 12, 1978, a copy of which shall be kept on file with the minutes of the Council meeting at which this resolution is adopted. Mr. Harry Disston, Director of the Charlottesville- Albemarle Clean Community Commission addressed the Council and briefly outlined the concepts and programs of the commission. He ~stated the objective was to change Charlottesville and Albemarle County from a badly littered area to a model clean community. He stated this will be accomplished through changing peoples attitudes regarding trash disposal, providing sufficient and adequate recepticles for disposing of trash, gaining cooperation of trash collection agencies, and establishing a centralized recycling collection center. He stated the objectives will be implemented through interesting, involving.and utilizing civic service and neighborhood organizations, plants, stores, offices, schools and the university. He stated the commission is encouraged, supported and assisted b y t~e City Council of Charlottes- ville and the Albemarle County Board of Supervisors, the Commonwealth of Virginia Division of Litter Control, the National Keep America Beautiful, the Charlottesville and Albemarle COunty Chamber of Commerce, radio, TV stations and the Dally Progress. He stated that the commissions ~efforts are concentrated on eleven specific and related programs and four are the direct responsibility of the commission and they will urge civic service and neighborhood associations to implement other programs in designated areas. Mr. Vic Mazziotti, Director of Finance addressed the Council and presented the Annual Financial Report for the fiscal year ended June 30, 1978. He stated that he was pleased to present the report earlier than the past year. He called attention to the new statistical section included in the report for the first time this year. Mr. Mazziotti noted that the City is in a strong financial position with a balance in the general fund in excess of 2.3 million dollars. On motion by Mr. Buck, seconded by Mrs. O'Brien the following resolution was offered and carried over to the next meeting for consideration.
