Michie, Jr. and <br />his Annexation Bills <br /> <br />Resolution re: Requesting <br />Governor to Veto Senate <br />Bill 623 <br /> <br /> An ordinance entitled "AN ORDINANCE AUTHORIZING A <br /> <br />REFUND OF CERTAIN ERRONEOUSLY ASSESSED TAXES," was offered <br />by Mrs. O'Brien, seconded by Mr. Albro and carried over <br />to. the next meeting for consideration. <br /> A communication was presented from the Planning Commission <br />recommending that the request for rezoning at 1004 East <br />Jefferson Street be granted for the following reasons: <br />1. it is in harmony with the 1990 Land Use Plan and <br /> <br />Proposed Land Use Plan; and 2. the proposed use would not <br /> <br /> adverse on <br />have a significant impact the surrounding <br /> <br /> neighborhood. An ordinance entitled ~'AN ORDINANCE AMENDING <br /> AND REENACTING THE DISTRICT MAP INCORPORATED IN SECTION <br /> 31-4 OF THE ZONING ORDINANCE OF THE CODE OF THE CITY OF <br /> CHARLOTTESVILLE, 1976, BY THE REZONING OF A PARCEL LOCATED <br /> ON EAST JEFFERSON STREET IN THE CITY OF CHARLOTTESVILLE," <br /> was offered by Mrs. 0'Brien, seconded by Mr. Albro and <br /> carried over to the next meeting for consideration. <br /> On motion by Mrs. 0'Brien, seconded by Mr. Buck the <br /> following reso~.ution was unanimously adopted. <br /> WHEREAS, the expansion of city and town boundaries <br /> through annexation and historic inequities in state <br /> allocation of funds are perplexing problems that have <br /> greatly troubled all local governments zn this Commonwealth <br /> for many years; and <br /> <br /> WHEREAS, through his persistent efforts, even- <br /> handed approach to these problems, the statesman-like <br /> leadership, Delegate Thomas J. Michie, Jr. has secured <br /> the passage by the General Assembly of House Bills 599, <br /> 602 and 603; and <br /> <br /> WHEREAS, House Bills 599 and 602 represent a <br /> major step towards more equitable treatment of cities <br /> in the allocation of state aid to localities, and House <br /> Bill 603 provides immunity f=om annexation to counties <br /> whose population density justifies such treatment; while <br /> providing a-legal framework through which the courts may <br /> grant either annexation rights or such immunity in other <br /> areas, upon standards which insure fair consideration of the <br /> rights of both city and county citizens; and <br /> WHEREAS, this historic legislative action has <br /> received the support of the vast majority of local <br /> governments in the Commonwealth, as a reasonable and <br /> fair solution to these historic efforts; and <br /> <br /> WHEREAS, this legislation has the unanimous <br /> approval of this Council; now, therefore, be it <br /> <br /> RESOLVED by the Council of the City of <br /> Charlottesville that we express to Delegate Thomas J. <br /> Michie, Jr. our deep appreciation for his dedicated <br /> effort, our congratulations upon the success of that <br /> effort, and our pride that a citizen of this city has <br /> made such an historic contribution to the future of <br /> Virginia; and be' if further <br /> <br /> RESOLVED, that the Mayor is authorized to convey <br /> to the Governor of Virginia, the request of this Council <br /> for his full support of House Bills 599, 602 and 603. <br /> On motion by Mr. Buck, seconded by Mrs. O'Brien the <br /> following resolution was adopted by the following recorded <br /> vote. Ayes: Mr. Brunton, Mr. Buck, Mr. Gatewood and Mrs. <br /> <br />O'Brien. Noes: None. Abstained: Mr. Albro <br /> <br /> <br />
